Overview:
The Judicial Council of California (JCC) seeks an experienced Management Consultant to support the Research Analytics and Data (RAD) division in advancing its data roadmap and enterprise data warehouse initiatives. The consultant will assess the current data landscape recommend improvements and deliver a phased roadmap to strengthen data governance architecture and reporting maturity.
Key Responsibilities:
Assess current data environment reporting workflows and stakeholder roles.
Document data flows ownership and escalation paths; identify improvement opportunities.
Collaborate with IT product and data teams to align priorities and identify actionable next steps.
Partner with the Operations Architect to translate findings into technical and organizational recommendations.
Facilitate meetings to build alignment around data strategy and long-term platform maturity.
Deliverables:
Discovery Brief: Analysis of existing architecture data quality and stewardship with recommendations.
Execution Roadmap:
Phase 1: Tactical improvements (refactoring ownership clarification).
Phase 2: Structural enhancements (metadata governance long-term scalability).
Required Qualifications:
Bachelors degree in Business Data Management Computer Science or related field.
10 years in public sector program oversight business analysis or strategic data consulting.
Expertise in cloud-based data architectures and enterprise data warehouses.
Strong project management documentation and analytical skills.
Proven ability to lead cross-functional teams and communicate effectively with technical and non-technical stakeholders.
Experience with data governance automation and pipeline processes.
Desired Skills:
Knowledge of courtroom operations or state government processes.
Familiarity with Snowflake Talend Power BI and cloud tenancy models.
Experience with security/compliance frameworks (FedRAMP SOC2 GDPR).
Strong presentation and executive communication skills.
