Main Purpose of Job

This position is under the direction and supervision of the Director of Licensing Quality and Compliance. This senior level position plans and implements the compliance efforts for the Behavioral Health Administrations (BHA) Licensing Units. The incumbent oversees efforts to ensure that all community-based behavioral health programs are educated and in compliance with current regulations and accreditation requirements (COMAR 10.63 COMAR 10.09.21.25 COMAR 10.09.26 etc). This position is responsible for overseeing the process of and reviewing all audits conducted by the Behavioral Health Administrative Services Organization (BHASO) to ensure accuracy of audit and determine if recovery of funds is appropriate or referral to the Office of the Inspector General if evidence of Fraud Waste and Abuse has been determined. This position works with the State Assistant Attorney General and Medicaid to ensure that provider appeals are addressed and makes independent judgements concerning settlements (which may involve millions of dollars) with providers. This position is responsible for consultation collaboration and the different accreditation bodies and it more than sixteen different standards applicable to BHA programs.

This position works closely with the Medicaid Program and the Administrative Service Organization to identify providers for audits review audit findings and validates and implement BHASOs findings and recommendations for recovery. This position provides managerial oversight to the Licensing Compliance staff. This position is responsible for the initial clinical review and disseminating of all Level II Grievances to the BHA Clinical Services team Child Adolescent and Young Adults and the MCO/BHASO Dispute Resolution Teams for final determination. This position serves as the Administrations liaison for state partnerships regarding design and implementation of special initiatives for assessing the quality of care provided by community programs. It reviews and assists in the development of policies and practices fiscal andprogrammatic initiatives.

This position collaborates regularly with staff within BHA the Core Service Agencies (CSAs) Local Addiction Authorities (LAAs) Local Behavioral Health Authorities (LBHAs) Behavioral Health Administrative Services Organization (BHASO) Maryland Medicaid OAG and OIG regarding compliance issues that arise across within the PBHS.

This position is eligible for hybrid telework. This is subject to change as necessitated by operations and customer-focused demands.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Masters degree from an accredited college or university in Health Sciences Human Services Psychology Social Work Health Care Administration Public Health Public Policy Nursing or a closely related years of experience in leadership supervision or management position in behavioral health/health sciences field.

Candidates may substitute the possession of a Doctorate degree from an accredited college or university in Health Sciences Human Services Psychology Social work Health Care Administration Public Health Public Policy Nursing or a closely related field for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess the following:
  • Knowledge of Marylands Public Behavioral Health System specifically licensing processes provider compliance the Administrative Services Organization and Medicaid insurance services
  • Experience with strategic planning program auditing and policy review and editing
