Main Purpose of Job
This position serves as the sole Deputy Director of the Office of Medicaid Provider Services(OMPS). The Deputy Director plans directs supervises and evaluates operations of fivesub-directorates that support the Maryland Medicaid Provider Community. This includesquality oversight of the following areas:
1. Provider Enrollment Program: a) Provider Enrollment Contract Implementation and Monitoringb) Provider Enrollment Administrative Servicesc) Moderate Risk Provider Site Visitsd) Medicaid Provider Training Unit
2. Provider Policy Compliance & Clinical Quality Improvement Program: a) Provider Policy Development & Implementation (includes StateregulationsFederal State Plan sub-regulatory transmittals and billing manuals)b) Provider Compliance Program including Excluded Provider Trackingand Monitoring as well as Federal Audit Oversightc) Federal Interoperability Programd) Provider Exclusionse) Hospital & Family Planning Presumptive Eligibility Programf) Telehealth Programg) Long Term Care Provider Resolution Unith) Other related health information exchange projects
3. Professional Provider Relations Program Institutional Provider RelationsProgram Check Tracing & Division of Claims Services: a) Professional Services Call Centerb) Professional Services Claims Resolutionc) Institutional Services Call Centerd) Institutional Services Claims Resolutione) Claims Processingf) Adjustmentsg) Claims Mailroom/batchingh) MCO Capitation
As needed the Office of Medicaid Provider Services Director may request this position be readilyavailable for high priority projects which include coordinating and implementing cross cuttingprojects (projects that require the planning and coordination with the Chief Portfolio OfficerMDThink Office of Enterprise Technology (OET) The Office of Medicaid Finance (OOF)the Office of EligibilityServices (OES) the Office of Medical Benefits Management (OMBM) the Office of PharmacyServices (OPS) the Office of Long Term Services & Supports (OLTSS) and the Office ofInnovation Research & Development (IRD) as well as sister agencies.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a Bachelors degree from an accredited college or university and six years of health or human services administrative or professional experience including three years at a supervisory or managerial level.
A Masters degree will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following experience:
- Managing Medicaid implementation projects
- Managing a team that oversees drafting and interpreting regulations
- Establishing and implementing the approval of revisions to the overall policies and procedures of a major Medicaid program
- Managing budgets for programmatic areas
