The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Human Resources Solutions (HRS) supports the human resources needs of the Department of Social Services the Human Resources Administration and the Department of Homeless Services through strategic partnership and collaboration with the goal of creating an inclusive motivated and client centered workforce.
The Human Resources Solutions (HRS) Civil Service Initiatives (CSI) is recruiting for one (1) Administrative Staff Analyst NM-II to function as the Director Civil Service Initiatives who will:
-Lead guide and provide oversight on the civil service internal and external selection process including sourcing strategies campus and HRA job center outreach; report on all efforts and make recommendations; Reports and strategize on methods and means to address hard to recruit titles.
-Act as a key liaison point with internal and external partners to plan and respond to requests received by the Deputy Commissioner coordinating required inputs from various HRS functional areas; provide summary of issues recommended solutions contributing to the final decision-making process to ensure a timely response.
-Monitor and control on an ad hoc basis and for quality assurance purposes recruitment and onboarding activities requested advising HRBPs /program heads on legal implications and issues to reduce risk and achieve satisfactory outcomes and ensure compliance with civil service laws and regulations.
-Create civil service hiring operating procedures and checklist.
-Be accountable for special projects and recruitment initiatives reviewing progress against established timeframes with regard to specific goals; will research develop and prepare a variety of reports for Department of Citywide Administrative Services (DCAS) Executive Director of Recruitment & Onboarding Program Heads HRBPs and external oversight agencies as directed.
-Perform impact analyses for upcoming examinations identifying areas and staff at risk.
-Establish project plans tracks and monitors projects and assignments to ensure that project timelines are met by the prescribed deadline.
-Facilitate and participate i n meetings and work groups to devein op and enhancement Human Resources Solutions (HRS) service delivery and team capability where appropriate and in line with the agencies prescribed goals and objectives.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
