Job Summary

Main Responsibilities

Policy analysis

  • Contribute to methodological work on mobilised private finance (MPF) and more broadly on development finance beyond ODA.
  • Contribute to DCD engagement work with the MDB and DFI communities. Keep abreast of developments in the MDB methodology for measuring mobilisation and possible new indicators (generation catalysation).
  • Contribute to the drafting of documents summary records presentations reports and flyers containing statistical analyses.
  • Prepare high quality accurate data and statistics for working papers and publications including the OECD Development Co-operation Report. 

Data management

  • Process and verify data on development finance collected from MDBs including on the amounts they mobilise from the private sector. Ensure storage of confidential data in an encrypted database.
  • Process and verify data on MPF for DAC members (in co-ordination with the Statistical Collections and Dissemination Unit of FSD).
  • Analyse incoming data.  Develop quality control mechanisms to ensure reliable accurate and coherent information. Modernise data routines to gain efficiencies. Liaise with statistical correspondents to advise and improve the coverage quality and timeliness of data.
  • Contribute to the development of innovative data frameworks that include automated data management processes data exchange and validation with a large group of participating institutions - including through the use of Artificial Intelligence and data accessibility to the public.  
  • Contribute to the production and maintenance of development finance datasets published by the DCD. Quality control the dissemination of data through Data Explorer and respond to data requests.
  • Improve the presentation of development finance statistics by preparing graphs tables maps and developing dynamic web-sites and data visualisation tools (dashboards). 
  • Contribute to the preparation and dissemination of statistical outputs on MPF. Contribute to various OECD reports and analyses on MPF (including for climate).
  • Liaise and collaborate with FSD staff involved in data management as well as  the IFT Secretariat to ensure coordinated feedback to data providers (MDBs) and consistency in CRS and TOSSD data reporting.

Meeting support and facilitation

  • Contribute to the organisation of meetings workshops and capacity-building events on reporting by DAC and non-DAC countries on mobilisation and  MDBs.
  • Contribute to the organisation of WP-STAT meetings.
  • Prepare presentations and briefing materials as required.

Representation and liaison

  • Establish and develop professional contacts with statistical correspondents and their supervisors and promote comprehensive reporting on MDB operations.

Other tasks

  • Contribute to joint projects and activities with other sections of DCD the OECD or other key partners.
  • Carry out other related duties as assigned.

Qualifications :

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics statistics mathematics data science or related discipline.

Professional Background

  • Relevant experience in a national and/or multilateral institution working on large datasets ideally on development finance.
  • Good understanding of development finance and the principles and concepts underlying the recording of international financial flows.
  • Experience in drafting documents based on quantitative data analysis.
  • Strong technical skills in data handling and validation.
  • Proven ability to prepare material for publication ensuring a strong attention to detail and the ability to produce effective communication materials targeted to different audiences.

Tools

  • Experience in the use of database software and the ability to quickly learn the standard range of software packages used in the Organisation.
  • Knowledge of Structured Query Language (SQL). Knowledge of other statistical/programming software applications would be an advantage (e.g. R Python).
  • Proficient knowledge of data visualisation software (e.g. Chart builder) with experience in creating a wide range of data visualisations (from simple charts to complex dashboards). Acquaintance of other online data visualisation tools would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and good knowledge of the other with a commitment to reach a very good working level.

  • This vacancy should be filled as soon as possible and applications should reach us no later thanmidnight 28 November 2025 (Paris time).

Contract Duration

  • 12 month fixed-term appointment with the possibility of renewal to a maximum of 36 months.

For retained candidates the selection process will include a video-recorded interview and a job-based assessment scheduled by end of 2025. Panel interviews will take place in January 2026.
