Main Purpose of Job

The main purpose of thisposition and how it relates to the mission of the agency.The Budget Director position has primary responsibility for the day-to-day operations ofthe Department of HumanResources (DHR) Budget Management Division (BMD) whichincludes overseeing all phases of budgetmanagement planning development negotiationexecution and monitoring.This position monitors and executes the agencys budget includingproper fiscal addition the Director is responsible for management of state-wideaccounting and budgeting systems. Direct supervision is provided to three fiscal managersresponsible for four to six staff members each.

POSITION DUTIES

  • Ensure maximization of the utilization of Federal and State fundsthrough strategically planningbudgetary policy andimplementation.
  • Review of all requests requiring the utilization of Federal Fundssuch as TANF Title IV-E Title XIX Discretionary and BlockGrant funding.
  • Assign review and direct preparation and submission of fiscal andeconomic impact analyses for DHS and State sponsored legislative bills.
  • Review and approve financial segments of contracts grantsubmissions reports and other pertinent programmatic documents that impact the fiscal condition of the Department and State.
  • Review coordinate and recommend changes to legislativepackages to be presented to Senate and House committees by DHS Administrations at the Legislative Budget Hearings.
  • Assign direct and review the preparation and presentation of the departmental balance sheet items utilizing current expenditure reports and other relevant data and information.
  • Reviews and responds to audits both external and legislative audits with corrective action plans when required.

MINIMUM QUALIFICATIONS

Education:ABachelors degree from an accredited college or universityinBusiness Administration FinanceAccounting Public AdministrationPublic Policy or related area.
Experience:Five years of professional experience in analyzing and developing financial budget and control systems across multiple programs including two years of experience with Maryland State budgeting procedures and one year of supervisory experience.

Notes:Applicants may substitute one year of professional accountingor auditing experience for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The Ideal candidate will possess the following:
One year of experience of program budgeting and allocation offinancial resources.
One year experience in the interpretation of State and FederalStatutes and regulations.
One year of experience interpreting appropriations-relatedlegislation and policies.
One year of experience working in a federal state or municipalgovernment accounting or finance systems.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

  • Sick Leave - fifteen (15) days of accumulated sick leave per year.
