The Opportunity

WSDOT is seeking a talented and motivated Transportation Engineer 4 to serve as the Project Development Support Specialist based in Olympia this key role youll help advance WSDOTs mission to provide safe reliable and cost-effective transportation for all who travel throughout Washington State. As the Project Development Support Specialist youll serve as a statewide technical expert guiding and supporting cities counties transit agencies port districts tribal nations and other partners as they deliver transportation projects funded through federal and state programs. Youll play a pivotal role in helping these agencies navigate the project development process from preliminary engineering and design through right of way and construction ensuring compliance with all technical legal and procedural requirements.


What to Expect

Among the varied range of responsibilities held within this role the Project Development Support Specialist will:

  • Develop and provide project development training to the Region Local Programs region staff local agency staff and contractors.
  • Research in both federal and state applicable laws regulations where precedent may not exist.
  • Assist in the review of consultant agreement and construction bid reviews for federal compliance.
  • Assist in answering project development questions from the regions and local agencies.
  • Assist in review of project documents such as special provisions change orders etc.
  • Assist in performing Project Management Reviews (PMR) including the coordination between regions and local agencies in scheduling reviews.
  • Participate in and conduct portions of the reviews.
  • Compile PMR results and draft final determination correspondence.
  • Provide training for regional staff and local agency staff on results and findings from PMR.


Qualifications

To be considered for this opportunity the following are required:

  • Engineering Expertise:Demonstrated knowledge and application of transportation engineering principles methods and practices including construction practices contract administration and quality review of engineering plans specifications and estimates.
  • Technical & Digital Proficiency:Ability to effectively operate Windows-based systems and engineering software including MS Office Suite (Excel Word SharePoint Outlook) MS Teams computer-aided engineering applications cloud-based platforms and system databases for project tracking and information management.
  • Project Design & Oversight:Ability to review engineering designs and documentation to ensure accuracy compliance with standards (State and Federal) and project constructability including the preparation of plans specifications and cost estimates.
  • Contract Management & Administration:Demonstrated experience managing construction contracts including identifying evaluating contract issues and implementing changes while applying knowledge of contractor/owner relationships and basic contract law to ensure insure on time on budget project delivery.
  • Construction & Design Expertise:Demonstrated ability to provide expert technical guidance to resolve complex construction and design issues ensuring projects comply with all applicable engineering environmental and regulatory standards at the federal state and local levels.
  • Contract & Regulatory Compliance:Demonstrated ability to manage all phases of project delivery in compliance with applicable laws environmental permits contract administration standards emergency contract procedures and utility agreements.
  • Stakeholder & Interagency Collaboration:Skilled in building and maintaining strong working relationships with external agencies consultants tribal governments contractors municipalities media and to support project planning and execution.

In addition the following are required:

  • A valid drivers license and the ability to operate a state-owned vehicle


It is preferred that qualified candidates also have:

  • Construction Administration & Documentation:Comprehensive knowledge and application of FHWA construction administration and documentation requirements including inspection procedures materials acceptance specification application change order processing and project closeout. Demonstrated ability to ensure complete and accurate documentation for compliance and audit readiness.
