Main Purpose of Job

The Correctional Officer Sergeant for the Department of Public Safety and CorrectionalServices (DPSCS) Intelligence and Investigative Division (IID) Watch Center providescritical correctional knowledge and support to the Intelligence and Investigative Division(IID). Acting with integrity and urgency this role operates multi-channel police radiostelephones and computer terminals to handle incident reporting and dispatchinginformation. Facilitates the reporting and assist with the investigation of serious andemergency incidents involving incarcerated individuals (II) or correctional officers infacilities and those incarcerated individuals on the Home Detention Program. Thesergeant acts as a crucial liaison ensuring the timely disbursement of informationthroughout the DPSCS agency.

POSITION DUTIES

Watch Center operations are driven by real-time events. Whileall duties hold equal weight the prioritization of tasksconstantly shifts and responsibilities are handled in acontinuous rolling cycle based on the immediate needspresented by each phone call.

Monitoring and Incident Management
Continuously monitor informational feeds alerts and eventsfrom multiple sources to track potential risks threats andincidents.
Answer incoming calls from multiple phone lines andcorrectional facilities following established procedures to
record analyze and disseminate information.
Record incidents in the records management system (RMS).
Monitor the violation status of individuals on the CentralHome Detention Programusing the BI Total Access GlobalPositioning System.

Collaboration and Information Analysis
Partner with Correctional Officer Lieutenants and the WatchCenter Manager to gather and analyze informationidentifying key issues and trends within correctional facilitiesand the Home Detention Program.
Coordinate resources and actions with differentdepartments agencies and geographic areas duringresponse and recovery efforts.
Assist with Police Communication Operators CorrectionalOfficer Lieutenants and Correctional Officers to ensureconsistency in processes and communication.

Reporting and Dissemination
Create written and digital reports detailing daily actions andincidents.
Assist in evaluating the nature and scope of correctionalfacility incidents to recommend organizational responses tothe CO Lieutenants and Watch Center Manager.
Assist Correctional Officer Lieutenants to dispatchdetectives to serious incident scenes and send urgent emailnotifications as needed for follow-up information.

MINIMUM QUALIFICATIONS

Education: High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

Experience: Three years of experience as a Correctional Officer involving the custody and security of adult inmates.

Notes:

1. The above educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article Section 8-209.

2. Candidates may substitute additional education at an accredited college or university at the rate of sixty credit hours for one year of the required experience provided that a minimum of 15 credit hours are in the field of criminal justice or related social sciences.

3. Candidates may substitute equivalent State experience in other classifications within the correctional field which involve daily contact with and custody of inmates for the required experience. Qualifying experience must be in a classification where the salary is comparable to that of Correctional Officer II.

4. Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes in the criminal justice field of work equivalent to a Correctional Officer II on a year-for-year basis for the required experience.

LIMITATIONS ON SELECTION

This position is limited to current Maryland Department of Public Safety and Correctional Services (DPSCS) employees who are current Sergeants or eligible for promotion to Sergeant.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

2. Employees in this classification may be required to operate busses for the transportation of inmates. Employees assigned such duties will be required to acquire a Class B Commercial Drivers License with passenger and air brakes endorsements valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a correctional officer during their probationary period (Correctional Services Article Section 8-209). Selection standards for correctional officer training are listed in detail in the Code of Maryland Regulations Title 12 Subtitle 10 Chapter 01 and include the following:

U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A completed background investigation
Oral interview
Physical examination.

2. Employees in this classification hired or reinstated on or after July 1 2016 shall successfully complete the Entrance Level Firearms Training prescribed by the Maryland Correctional Training Commission (Code of Maryland 12.10.04.04 and 12.10.04.05) and demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.

3. Employees in this classification are subject to call-in 24 hours a day and therefore must provide the employing agency with a telephone number where they can be reached.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09 Testing for Illegal Use of Drugs.

Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)

Annual Leave - ten (10) days of accumulated annual leave per year
Sick Leave - fifteen (15) days of accumulated sick leave per year
Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child
Holidays - State employees also celebrate at least twelve (12) holidays per year

Pension - State employees earn credit towards a retirement pension
