Job Title: Business Consultant Registries Modernization (Motor Vehicles)
Location: Hybrid Edmonton Alberta (Remote with occasional onsite meetings)
Hours of Work: 08:15 AM 4:30 PM (Alberta Time) Monday to Friday
Key Responsibilities
Requirements
Gathering & Analysis
- Facilitate workshops and stakeholder sessions to gather business functional and non-functional requirements.
- Conduct comprehensive gap analyses between legacy systems and future-state solutions.
- Develop and maintain user stories personas journey maps and process documentation.
- Create use cases workflow diagrams and mock-ups to illustrate solution functionality.
- Validate findings with subject matter experts and prepare detailed business and functional requirements documentation.
Documentation & Delivery Support
- Develop and maintain system (non-technical) documentation and contribute to policy/procedure manual updates.
- Collaborate within an Agile/Hybrid framework (SCRUM preferred) to align with sprint goals and deliverables.
- Support project planning scheduling and reporting activities as required.
Change Management & Continuous Improvement
- Support change management communication and training efforts for new system implementation.
- Conduct post-implementation reviews and recommend continuous improvement initiatives.
- Collaborate with security and privacy teams to complete Security Threat Risk Assessments (STRA) and Privacy Impact Assessments (PIA) as required.
Required Qualifications & Experience
- Minimum 5 years of experience providing business analysis or consulting services in large-scale modernization projects.
- Demonstrated experience in Motor Vehicle Registries or similar public-sector registry transformation projects.
- Proven ability to perform gap analysis between legacy and modern systems.
- Deep understanding of Agile and Hybrid (SCRUM) methodologies with hands-on experience using JIRA or similar tools.
- Familiarity with Alberta Motor Vehicle services related legislation regulations and policies.
- Strong communication facilitation and documentation skills.
- Ability to work both independently and collaboratively within cross-functional teams.
Additional Requirements
- Must provide own computer and equipment capable of running Azure Virtual Desktop (AVD) (Windows preferred).
- Must successfully complete a Criminal Record Check prior to commencement.
- Must complete mandatory provincial training (FOIP Act Security Awareness etc.) upon onboarding.
