Key Responsibilities:

The position will strategically manage humanitarian fund acquisitions for Disaster Risk Reduction and Disaster Management under GAM in collaboration with the HEA team. The role will ensure that WVDF increases its humanitarian and emergency response DRR and DM funding portfolio through continuous updating and analysis of the humanitarian context using business (humanitarian work) intelligence gathering. It will also strengthen WVDFs linkages and positioning with various humanitarian funding agencies donors and World Vision support offices in collaboration with the HEA team. Furthermore the position will conceptualize plan and implement together with the HEA team fund generation activities to expand the DM funding portfolio.

Major responsibilities of the role:

  • Funding Acquisition and Project Proposal Development
    • Coordinate and represent GAM in the development of quality project designs (e.g. concept notes and project proposals) for humanitarian and emergency response DRR and DM resulting in quality grant proposals. Responsible in ensuring project proposal are completed within donor deadlines using donor templates and meeting donor standards.
    • Represent GAM in project proposal writing related to humanitarian and emergency response DRR and DM and participates as member of the proposal development team (PDT).
    • Identify and collaborate with key donors strategic partnership with other humanitarian actors that would best increase WVDFs work and funding in humanitarian and emergency response DRR and DM.
    • Liaise regularly with WV Support Offices through proposal development seeking and addressing all feedback from SOs on the project designs and written proposals.
    • Develop/implement in collaboration with the Private Sector Partnership (PSP) team different fund-raising activities with the objective of increasing WVDFs national emergency response fund (NEPRF).
    • Ensure all WVI and WVDF GAM business processes and policies are followed in development of grant proposals.
    • Lead GAMs continuous learning and development sessions on humanitarian and emergency response DRR and DM funding acquisitions.
    • Develop GAMs annual funding acquisition plan for humanitarian and emergency response DRR and DM in support of organizational targets and strategies.

  • Donor and SO Relations Engagement
    • Maintain GAMs (focus on humanitarian industry) donor engagement plan outlining action points and timeline to achieve donor-specific goals as identified in GAM business plan. Identify value proposition for each donor. Ensure the approach taken to each donor relationship is informed by the priorities and interests of the donor as well as the history of the relationship between WV and the donor.
    • Stay attuned to humanitarian industry priorities and drivers. Continually research investigate and learn the specific priorities processes dynamics and interests.
    • Build strategic working relationships with appropriate staff from humanitarian industry organizations partner organizations and SOs.
    • Serve as GAM contact of SOs and the WVDF lead point for each humanitarian bilateral/multilateral/foundation donor. Engage with SOs to maintain and share updates on humanitarian context profiles key humanitarian donor priorities and shared plans on funding acquisition and project proposal development processes.
    • Coordinate collaborate and liaise with WV SOs in donor information building development of concept notes/proposals.

  • Information Management
    • Maintain relative information such as humanitarian context analysis business intelligence gathering donor priorities and interest.
    • Maintain humanitarian need profile based on context sector and donors priorities.
    • Assist GAM Manager and BAPS in performing donor mapping and market segmentation of bilateral/multilateral/foundation donors funding aid in the Philippines with appropriate tiers of donors for better targeting in collaboration with HEA team.

  • Grant Monitoring & Compliance
    • Maintain updated on the grant implementations progress by collaborating with implementing groups (whether HEA or Operations).
    • Monitor submission of grant reports and other compliance requirements have been met and submitted to donor or support office (SO).

Qualifications and experience:

  • Bachelors degree in Disaster and Emergency Management Community Development Sociology Social Work or other related fields.
  • Professional qualification related to Humanitarian Work Disaster Risk Reduction (DRR) or Emergency Response fund/grant acquisition.
  • At least 2 years of:
    • Field experience in proposal writing for humanitarian relief or emergency response preferably in complex and uncertain operating environments.
    • Delivering development programming or operations in a local NGO or INGO setting.
    • Developing leading or coordinating consortia or networks of development actors.
    • Leading cross-organizational teams in project design proposal development or similar project development activities.
  • Demonstrated experience in:
    • Coordinating applications for competitive humanitarian grant rounds.
    • Grants management including development of grant agreements and budget proposals (grant-making and acquisition experience highly desirable).
    • Maintaining accurate records including data entry extraction analysis monitoring and compliance.
    • Liaising with internal and external stakeholders and building constructive effective relationships.
  • Using monitoring and evaluation tools for project tracking and reporting.
  • Experience in corporate social responsibility philanthropy fundraising or resource development.
  • Local NGO and/or INGO experience as a grant/sub-grant manager or contracting officer.
  • Social development and humanitarian work experience with strong technical writing and partnership management skills.
  • Proficiency in basic data entry and data management.
  • Strong time management skills with the ability to develop grant proposals under tight deadlines and perform well under pressure.
  • Ability to quickly acquire and apply relevant business and systems knowledge ensuring systems and files are updated and maintained accurately.
  • Demonstrated success in managing complex organizational relationships including collaboration with international colleagues across different time zones.
