Duties and Responsibilities

  • * Serve as Fiscal Specialist for The Center on Disability Studies (CDS) assisting its Administrative Officer (AO) and principal investigators (PI) regarding funding agency and university regulations and policies as well as their application to specific problems and situations.
  • * In conjunction with the AO guide PIs in the grant application process; including but not limited to developing budgets and budget narratives and ensuring proposal applications are adhering to the sponsors rules and regulations.
  • * Participate in the formulation of CDS operational plans including analyzing and recommending staffing needs.
  • Review and follow-up on improprieties; prepare reports and documents as required by the funding agencies; maintain cost sharing and effort certification reports.
  • * Conduct financial analyses on assigned extramural projects;including reconciliation and expenditure projections.
  • Implement policies and procedures for recording and reporting grant operations and financial transactions.
  • Review university-generated reports for accuracy. Compile analyze develop and provide financial information and other activity reports to system administrators auditors and funding agencies as required.
  • * In conjunction with the AO and HR Specialist create and implement a system to track employees appointment periods. Inform PIs of upcoming appointment end dates and/or initiate the necessary personnel actions such as extensions or account redistributions.
  • Keep abreast of changes to policies and procedures. Conduct training sessions for fiscal and administrative staff as needed.
  • Superviseand coordinate the workload forundergraduate student assistants;
  • Serve as backup EEO reviewer for all of CDS BOR-appointed positions.
  • * Review and approve all fiscal documents up to $15000.00 ensuring compliance with university state and grant agency guidelines. Assist in the preparation of fiscal documents such as subawards and agreements for services that exceed this signing/approving authority.
  • Conduct the Annual Inventory Verification for all CDS equipment purchased on UH and RCUH funds.
  • Other duties as assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree in Education Business Administration Accounting or related field and 4 year(s) of progressively responsible professional experience with responsibilities for accounting business administration; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the administration of sponsored contracts and grants as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with the administration of sponsored contracts and grants.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
  9. Experience formulating budgets for competitive grant proposals.
  10. Ability to analyze financial statements discern trends and apply analytical techniques.
  11. Functional knowledge of HR principles and practices.
  12. Demonstrated ability to maintain confidentiality.


Desirable Qualifications

  1. Experience with Kuali Financial System and Jasper.
  2. Experience with RCUH Financial and HR systems.
  3. Experience with myGrant.
