Consultant- Digital Platform Development Specialist- Jordan

Winrock International is seeking a qualified Digital Platform Development Specialist Consultant to support an anticipated GIZ-funded initiative focused on supporting the Jordanian government in advancing the Water Energy Food and Environment (WEFE) nexus governance in aligning sectoral strategies developing integrated Key Performance Indicators (KPIs) R-MEAL systems building digital decision support tools and advancing capacity-building across institutions. The consultant will be responsible for leading digital platform development efforts.

Key Responsibilities:

• Design and develop a digital internal project development system tailored to WEFE Nexus governance needs.
• Conduct stakeholder consultations to gather technical and functional requirements for the platform.
• Develop the platform architecture user interfaces and backend functionality ensuring alignment with Jordans National Cyber Security Strategy (NCSS) and Digitalization Service Standards (DSS).
• Oversee platform testing integration and deployment ensuring seamless functionality and user experience.
• Develop training materials user manuals and lead training sessions to build stakeholder capacity in platform use.
• Provide technical support troubleshoot issues and implement iterative improvements post-deployment.
• Work closely with the project team to ensure data-driven decision-making and adaptive project management.

Qualifications:

• Bachelors degree in Computer Science Information Technology Software Engineering or any relevant field
• Minimum: 8 years of professional experience in digital platform development
• Minimum: 7 years of professional experience in managing digital platforms from inception to completion including planning design development and maintenance.
• Minimum: 4 years of management experience in projects companies or other organizations with disciplinary leadership responsibility for 3 people
• Strong analytical writing and data visualization skills.
• Fluency in Arabic (preferred) and working proficiency in English.
