The Highway and Bridge Maintenance Division (HBMD) is seeking qualified candidates for the position of Skilled Trades Supervisor in its Mosquito Control Section. The Mosquito Control Section is responsible for protecting the public health and wellbeing of County residents and visitors by controlling disease-carrying and nuisance mosquitoes.

Position Overview
The Mosquito Control Skilled Trades Supervisor provides front-line supervision of Mosquito Control Inspectors and personnel engaged in the surveillance and control of mosquito populations helping reduce mosquito-borne diseases within Broward County. It also involves technical and field work coupled with customer service activities for Mosquito Control operations in accordance with Federal State and local regulations and policies to protect the health and welfare of the public.
The ideal candidate shall have knowledge and expertise in the following: modern methods techniques procedures and application processes within a mosquito control program operations; knowledge in supervising managing and coordination of mosquito control operations; knowledge of County State and Federal Rules regulations and laws governing mosquito control; knowledge of the Federal Aviation Administration rules that apply to the Countys aerial spray program; knowledge of the use and care of all types of mosquito control tools equipment instruments; chemicals and supplies

Work Conditions
This position involves routine and frequent exposure to toxic/caustic chemicals. The ability to wear a properly fitted respirator and other PPE is required.

Schedule Requirements
This position requires availability to work nights days and weekends as needed with schedule changes sometimes provided with less than 24 hours notice. Prepares for and carries out emergency operations as necessary. Following a storm or hurricane event employees are informed of when to report to work. Hours of operation vary depending on the severity of the event.

General Description

Oversees the construction renovation and repair work of a skilled trades crew.

Minimum Education and Experience Requirements
Requires four (4) years in journey level experience in area of assignment including one (1) year of lead work/supervisory experience.

Special Certifications and Licenses Required
Public Health Applicators License issued by State of Florida must be obtained within six (6) months of employment.

Possess and maintain a Florida Class E Drivers License based on area of assignment.

Depending on area of assignment a Florida ClassA/B Commercial Drivers License (CDL) with Air Brake and Passenger Transport Endorsement must be obtained within ninety (90) days of employment.



Preferences
  • Vocational or Associates Degree in Public/Business Administration Chemistry Geology Biology Biology Entomology or Environmental Science or closely related field
  • Bachelors Degree in Public/Business Administration Chemistry Geology Biology Biology Entomology Environmental or closely related field
  • Masters Degree in Public/Business Administration Chemistry Geology Biology Biology Entomology Environmental or closely related field
  • Valid State of Florida Class A or B Commercial Drivers License Drone Pilot License
  • Maintenance of Traffic (MOT) Forklift Certification
  • Training/certification in mosquito biology and control techniques
  • Public Health Pest Control License
  • Mechanical Repair Small Engine Repair GIS Certification
  • At least four (4) years of experience supervising personnel in the public sector or private sector
  • At least four (4) years of experience in the operation and servicing equipment used for mosquito control activities
  • At least one (1) year of experience with area-wide larvicide application GIS applications or mosquito control aerial operations
  • At least one (1) year of experience in research data analysis and policy development related to mosquito or large-scale pest control
  • At least one (1) year experience with using larvicide equipment and turbine sprayer (i.e. calibration of equipment measuring/mixing loading and testing biological larvicide materials such as Vectobac or similar products)

SCOPE OF WORK

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Prioritizes staff assignments plans and implements work projects and methods; determines application procedure and oversees the purchasing of all materials submits requisition forms and specifications for supplies and materials; determines what new equipment should be purchased as well as what equipment is needed for various projects; performs and oversees equipment maintenance and planning for support of heavy equipment as needed.

Determines if safety hazards exist and implements necessary corrections; inspects buildings and grounds for various needed repairs and maintenance.

Plans assigns and supervises trades staff equipment operators and maintenance personnel engaged in carpentry electrical plumbing masonry painting lawn cutting natural area maintenance and repair and/or preventive maintenance of equipment and vehicles etc.; inspects jobs in progress as well as completed jobs and assignments.

Oversees requisition of parts and supplies checks and orders stock and repair parts; manages heavy equipment fleet; repairs replaces diagnoses and troubleshoots related equipment and machinery.

Consults and assists other agencies within Broward County.

Assumes the duties of superior when needed.

Handles personnel issues regarding attendance hiring and progressive discipline payroll functions various reports filing staff meetings purchase tracking and recording approvals of requests as needed; monitors assigned budget as applicable.

Inputs data and work logs into computer; communicates with peers and upper management on any maintenance issues; attends relevant meetings.

Performs related work as assigned.
