The Procurement Specialist will analyze business and technical requirements develop RFX solicitation documents and support end-to-end procurement activities in alignment with Government of Alberta policies. The role also contributes to early project planning and supports vendor evaluation contract award and post-procurement activities.
Key Responsibilities Solicitation DevelopmentDevelop procurement strategies aligned with project goals and compliance requirements.
Research analyze and refine business and technical requirements.
Prepare RFX documentation and supporting review materials.
Identify components requiring separate competitive processes.
Interpret RFX documents for vendors and prepare formal responses to inquiries.
Develop evaluation frameworks criteria scoring guides and award recommendations.
Review vendor submissions for accuracy completeness and compliance.
Prepare evaluation records in alignment with Government of Alberta procurement policy.
Support bidder conferences and vendor presentations.
Contribute to debriefing activities for unsuccessful proponents.
Support contract finalization and negotiation with selected vendors.
Participate in lessons learned and vendor performance assessments.
Prepare formal evaluation reports and recommendations for approval.
Maintain accurate and compliant procurement documentation and records.
Post-secondary education in supply chain procurement business or related field
Minimum experience:
2 years editing documents in Adobe Acrobat Pro
4 years developing and releasing RFXs independently
4 years experience in public sector procurement and trade compliance
SCMP certification or equivalent coursework
Experience:
Proofing/formatting Word documents (2 years)
SAP/Ariba for contract workspace management (2 years)
Electronic bidding systems (2 years)
Microsoft Outlook task/calendar tracking (2 years)
Basic Excel (2 years)
