Job Summary

Project Manager/ Bid Engineer

Builds thorough project plans that account for work schedules productivities asset utilization and personnel deployment.

Reports to Chief of Staff

Bid Preparation

File new opportunities in TMGs database for all required information for internal communications

Complete quantity take-offs to display total project scope to Bid Team and Operations Team

Draft project description for internal review of project requirements. Include: timeline restrictions key scope elements highlighted risk and key owner/ site details.

Highlight requirements for external vendors subcontractors and material providers

Attend the Operational Approach meeting to design a strategic plan for the project

Distribute qualification forms and safety requirements to staff for bid submissions

Project Modeling

Draft a comprehensive project model using the scope documents sent by clients.

Communicate with clients to acquire information needed to complete an accurate project plan

Work with TMG procurement department to run RFQ processes for subcontractor vendor and materials quotes.

Optimize productivities and crew layout to achieve lowest possible cost to perform work

Model crew schedules to optimize overtime headcount and total labor hours

Create key metrics for equipment rate calculations (utilization terms for equipment schedules)

Produce a final report for inputs into estimation software (complete template for each estimate)

Estimate Review/ Proposal Construction

Construct project cashflow models accounting for contracted pay terms for client invoicing vendor pay terms for financing subcontractors and materials.

Present project schedule assumptions for mobilization activity completion weather/ delays blasting material deliveries and other critical path items.

Report equipment budget assumptions for utilization metrics and duration of deployments

Report productivity assumptions based on historical data and scope specifications

Assemble full list of clarifications and assumptions for project proposals

Answer all owner required questions and clarifications in the proposal

Assemble required bid attachments such as time and material rates and required bid tables for submission
