Position Overview

This position is responsible for the initiation scope coordination development review and financial management of planning projects and project specific environmental determinations for all Illinois airports and airport project developments. Typical plans studies and activities administered through this position include airport master plans land-use plans and airport layout plans (ALPs) airport site selection studies environmental impact statements assessments hearings and categorical exclusions archeological studies noise studies wildlife site visits hazard assessments management plans and farming plats.

Essential Functions

  • Initiates determines scope coordinates develops reviews and manages the financial planning of projects and project specific environmental determinations for all Illinois airports and airport project developments.
  • Facilitates and educates public airport sponsors and management to accomplish required federal and state actions in a timely and effective manner and within required standards.
  • Establishes budgets reviews airport master and layout plans evaluates new and existing airport site locations coordinates and evaluates environmental assessments relating to plans and prepares technical documents for submission to the Federal Aviation Administration (FAA).
  • Addresses environmental and planning issues for all state airports and works with local citizens and other affected groups as an airport advocate while remaining sensitive to public issues.
  • Acts as the departments policy and technical expert on all airport planning and environmental matters concerning airports.
  • Assists airport sponsors in requesting and developing the Division of Aeronautics annual planning transportation improvement program budget for all planning and environmental work schedules accomplishment of these actions and ensures their accurate and timely completion.
  • Directs the development and collection of aeronautical data and documentation used in the preparation of planning and environmental documents.
  • Coordinates the development of professional services agreements reviews and approves costs and reviews invoice documentation for audit compliance.
  • Participates in site visits to monitor planning projects.
  • Testifies at regional and local airport planning and environmental meetings and hearings.
  • Evaluates the justification eligibility and viability of new airports and airport expansion sites.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelors degree majoring in science math research public administration or business administration PLUS two years of experience in environmental and community or infrastructure planning OR eight years of experience in environmental and community or infrastructure planning.

Preferred Qualifications

  • Experience in financial management of civil transportation projects and programs.
  • Strong organizational leadership and self-motivational skills.
  • Strong oral and written communication skills.
  • Experience in presenting technical matters to industry audiences.

Conditions of Employment

  • Requires a valid drivers license.
  • Requires the ability to travel statewide frequently which may include overnight stays.
  • Requires successful completion of a background screening.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois GovernmentalEthics Act requiring the occupant/employee to file a Statement of Economic Interest. The IllinoisGovernmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees tofile annual Statements of Economic Interest with the Office of the Secretary of State that will bemade available for examination and copying by the public. All employees required to file a Statementof Economic Interest are also required to file the Supplemental Statement of Economic Interest withthe Executive Ethics Commission.
