Position Overview:

This position is accountable for providing daily oversight of the Supplies and Services Unit. This includes managing statewide programs for the procurement of all non-construction supplies and services requests submitted to Central Management Services (CMS) for approval as well as overseeing CMS delegated contracts.

Essential Functions

  • Directs plans organizes and controls department procurement processes for non-construction supplies and services procurements and Central Management Services (CMS) delegated contracts.
  • Develops implements and communicates department-wide procedures for non-construction supplies and services procurements and CMS delegated contracts.
  • Reviews proposed changes in legislation affecting assigned programs and issues written opinions (upon request) regarding potential impact on department operations.
  • Oversees the posting of Invitation for Bid (IFB) solicitations contract award notices and emergency procurement notices in BidBuy.
  • Ensures CMS delegated contracts are processed as order against master contracts and executed in compliance with applicable laws and rules.
  • Trains motivates and evaluates subordinates to ensure the effective completion of the Supplies and Services Units accountabilities.
  • Effectively uses BidBuy and trains others to use BidBuy as needed.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelors degree majoring in business public administration English communications liberal arts general studies political science or math PLUS three years of experience writing procurement solicitations and contracts; utilizing/analyzing complex scoring pricing tables and matrices to award procurements; navigating and producing procurements with electronic procurement systems such as BidBuy; managing the procurement of commodities and services; or a combination thereof OR Eleven years of experience writing procurement solicitations and contracts; utilizing/analyzing complex scoring pricing tables and matrices to award procurements; navigating and producing procurements with electronic procurement systems such as BidBuy; managing the procurement of commodities and services; or a combination thereof.

Preferred Qualifications

  • Seven (7) years of supervisory experience.
  • Working knowledge of BidBuy.
  • Ability to train others in BidBuy.
  • Working knowledge of developing implementing and evaluating programs.
  • Working knowledge of implementing policy within assigned programs.
  • Ability to prioritize projects ensuring completion in a timely manner.

Conditions of Employment

  • Requires successful completion of a background screening.
  • Requires valid drivers license.
  • Requires occasional statewide and out-of-state travel with overnight stays
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
