Primary Purpose:
Direct the Departments key business support functions including: budget preparation monitoring and reporting; financial reporting and accounting practices; contract management and investments. Analyze operating results in terms of budgets revenues/expenditures and trends and provides monthly reports to the Departments senior management and Superintendent.
Qualifications:
Education/Certification:
- Masters degree from an accredited university in related field
- Licensed as a Certified Public Accountant (CPA)
Special Knowledge/Skills:
- General knowledge of computer systems and software to support accounting and budget reporting and analysis
- Expertise in investment and cash flow management
- Ability to communicate effectively especially in oral presentations to groups
Experience:
- Minimum seven to ten years experience with the following:
- At least seven years in a management or supervisory role
- Five years of public sector experience with extensive familiarity of fund accounting
- Experience in preparing analyzing and interpreting budget and financial operating information
- Experience with alternative forms of financing both sources and techniques
- Experience with grant management and accounting
Major Responsibilities and Duties:
- Supervise the operations of the Business Services Purchasing Division and the Safe and Secure Schools.
- Direct general accounting fixed asset accounting budgeting capital outlay control and related fund accounting programs within the Department.
- Direct the preparation of periodic management reports regarding budget status and trends and overall financial position of the Department.
- Provide excellent customer services to all users regarding all business functions.
- Analyze and interpret operating results as they reflect the financial condition of HCDE and make recommendations to improve conditions.
- Establish the accounting procedures and practices to comply with generally accepted fund accounting principles and management reporting requirements.
- Manage the approval process for all contracts of the Department and serve as signature authority when designated by the Superintendent.
- Serve as liaison with the Departments external auditors; prepare annual financial report.
- Develop implement and promote a comprehensive safety program for the Department related to the area of Business Services.
- Serve as a member of the Superintendents cabinet and executive team.
- Oversee the management of a division consisting of professionals clerical and support staff.
- Train Business Services staff on budget personnel payroll and facilities procedures and processes.
- Demonstrate behavior that is professional ethical and responsible.
- Oversee preparation of the annual budget with input and direction from the Superintendent.
- Oversee the administration of the annual budget.
- Perform other duties as assigned.
