Position Overview

The Illinois Department of Public Health is seeking a highly motivated and experienced individual to serve as the Viral Hepatitis Program Manager. The VHP Manager plans and directs statewide program activities for Viral Hepatitis efforts including supervision of epidemiological data grants management hepatitis elimination and coalition building. This position is also serves as technical expert and department representative for harm reduction activities related to the opioid overdose settlement and hepatitis.

  • Develops prioritizes implements and evaluates the statewide adult viral hepatitis program goals and objectives based on viral hepatitis epidemiology (or other available data sources) guidance from Centers for Disease Control and Prevention (CDC) and input from community representatives and stakeholders.
  • Develops and implements policies standard operating procedures rules regulations and quality assurance measures for monitoring hepatitis B and C screening and immunization for hepatitis A and B vaccines to at-risk adults receiving services from Sexually Transmitted Infections (STI) Human Immunodeficiency Virus (HIV) harm reduction substance treatment mental health homeless services and other related programs.
  • Develops and implements policies standard operating procedures rules regulations and quality assurance measures for monitoring hepatitis B and C screening and linkage at statewide community-based organizations including those who contracted for services with the Illinois Department of Public Health.
  • Serves on the Viral Hepatitis Elimination Technical Advisory Committee (VHETAC).
  • Serves as working supervisor.
  • Serves as statewide technical expert and Department liaison on adult viral hepatitis and related sequelae (e.g. opioid overdose liver cancer) and provides consultation and technical assistance to state agencies Department programs and staff community-based organizations and others.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Requirements

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of health or human services.

Specialized Skills

  • Requires three (3) years experience in Hepatitis Programs.
  • Requires two (2) years administrative experience at state or local level managing infectious disease programs.
  • Requires one (1) year experience using a state or county level electronic reporting system.

Preferred Qualifications

  • Three (3) years experience in Hepatitis Programs.
  • Two (2) years administrative experience at a state or local level managing infectious disease programs.
  • One (1) year experience using a state or county level electronic reporting system.
  • Two (2) years experience in coordinating and maintenance of cooperative working relationships amongst external stakeholders and the local health departments.
  • Two (2) years experience in developing implementing and interpreting programmatic departmental policies and procedures.
  • Two (2) years experience managing staff some of whom will have supervisory responsibilities as well.
  • One (1) year experience in program development implementation and evaluation including using data to monitor quality improvement measures.
  • Masters degree in epidemiology or public health.
  • One (1) year experience in grants management and reporting.
