Job Title:Workforce Development Lead Training Specialist Management Analyst 5 (MA5)

Location:Olympia WA Flexible/Hybrid while this position is primarily remote the incumbent will also travel for in-person meetings and training that bring variety and connection to the work. Flexible schedules and telework options are available and youll join a collaborative mission-driven team that values racial equity inclusion and continuous learning.

The Workforce Development Lead Training Specialist (Management Analyst 5) is a unique opportunity to lead Licensing Division (LD) staff and community partners through training and workforce development support. The Opportunity:

As a Workforce Development Lead Training Specialist (MA5) you will guide the development and delivery of workforce training projects that support and inform licensing practice statewide. You will oversee key projects manage training initiatives and provide expertise that supports staff in carrying out the agencys missionand values.

Some of what youll do:

  • Plan evaluate and consult with WDT leadership executive leadership and external partners to identify issues explore solutions and alternatives through workforce development and training projects.
  • Study and analyze data to identify relevant RCW WAC Policies best practices and expectations from leadership partners and community stakeholders to inform implementation strategies for projects.
  • Lead and monitor all aspects of the project to ensure tasks are delivered timely within the specified scope.
  • Ensure project resource availability.
  • Develop and implement a detailed plan to monitor and track project progress.
  • Coach and motivate project participants delegate responsibility and promote mutual respect and understanding of project partners and stakeholders.
  • Report and escalate any areas of risk or project barriers to the Workforce Development and training Administrator.
  • Lead the planning initiation and delivery of all project elements.
  • Direct and assign work to project partners leads and others.
  • Develop cost estimates plan and project future needs of resources.
  • Review estimates expenditures and progress reports.
  • Develop or delegate development of project reports documents and executive summaries.
  • Review s and approve project reports documents executive and summaries.
  • Confer with the racial equity and social justice (RESJ) advisory group to ensure the project promotes equity in design and function.
  • Collaborate with executive leadership area administrators supervisors and program managers to understand business operations and needs for project delivery.


Required Qualifications:

  • Bachelors degree in business administration public administration law public health health administration human development psychology social work education or a related field AND five (5) years of experience in training conducting research and analyzing policies laws rules or regulations.
OR
  • Masters degree in business administration public administration law public health health administration human development psychology social work education or a related field AND three (3) years of experience in training conducting research and analyzing policies laws rules or regulations.
OR
  • Equivalent combination of education and progressively responsible experience in two or more of the above noted areas totaling nine (9) years. Two (2) years of this experience must include training conducting research and analyzing policies laws rules or regulations.
AND
  • Commitment to equity inclusion and respectful workplace principles.

    Note: Incumbent must successfully complete formal training courses as required by law policy and regional requirements within one (1) year of their appointment.

In addition to those required qualifications our ideal applicant will also have some or all of the following:

  • Demonstrated Project Management and Organizational Experience at an expert level.
  • Demonstrated ability to analyze and synthesize data to inform decisions and training delivery.
  • Demonstrated ability to effectively navigate multiple systems software programs and databases.
  • Demonstrated ability to effectively work collaboratively as part of a results-oriented team.
  • Demonstrated ability to organize prioritize and complete multiple projects with accuracy.
  • Willingness to cooperate with racial equity and diversity principles embedded into communication and all projects with cultural humility.
  • Demonstrated ability to effectively project manage conduct policy analysis coordinate and consult with a variety of public and private agencies organizations and varying levels of government agencies.
  • Demonstrated expertise writing developing and publishing e-learnings instructor led trainings (ILT) and other training curricula.
  • Demonstrated knowledge of division-wide licensing policy procedures and practice standards.
  • Demonstrated experience managing and leading special workforce development and training projects.
