IT Quality Assurance Senior/Specialist (ITQASS/ETS)

We are seeking an IT Quality Assurance Senior testerto support the quality assurance of Health Care Authority Employee and Retiree Benefits (ERB) software systems. The successful candidate will assist in the review and testing delivery of program deliverables using proven project management principles supporting the QA team in established test approaches and techniques. This senior test position works with developers business analysts and program staff to ensure healthy functionality of the critical Benefits 24/7 system used by public and school employees and retirees across the state.

All HCA employees will apply an equity lens to their work which may include but is not limited to all analyses of core business and processes.

About the division:

The Enterprise Technology Services (ETS) Division is the agency-designated technology provider for the Health Care Authority (HCA). Strategic Services within ETS delivers enterprise architecture business analysis and project management services to aid in the development of technology solutions that support business goals. Additionally members of this section manage and develop systems (e.g. Benefits 24/7 Pay1) that support Employee and Retirement Benefits (ERB) operations. Strategic Services leverages employee expertise in lifecycle planning for business applications through selection operations refresh migration optimization retirement and disposal.

About the position:

This position is responsible and accountable for ensuring HCAs systems (technology data and business processes) adhere to federal laws regulations and standards WA State program mandates the State OCIOs and HCAs policies and standards and ERB rules and requirements. This QA tester provides accountability for ERB QA activities and ensures test plans align with application strategic goals.

This position is eligible to telework and is also typically required to report on-site once per week. The teams current on-site day is Wednesday.The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties

Some of what you will do:

  • Provide senior level expertise in analyzing requirements and developing test cases to perform Quality Assurance testing on business-critical Benefits 24/7 and ancillary systems.
  • Develop track and communicate key QA measures for system health and risks to active work to system manager and other leads.
  • Create a master test plan that outlines the strategy for system testing testing schedule milestones roles and responsibilities defect tracking tool definitions of priority and severity and reporting status.
  • Independently document test cases and expected results into tracking tool software.
  • Responsible for ensuring test cases cover all system changes and requirements to thoroughly validate the system.
  • Execute test cases review and document test results log track and reconcile defects until they get resolved and advocate for resolution of defects impacting deliverables.
  • Perform backend testing to ensure solution is storing and processing data as per requirements by writing and executing SQL queries.
  • Provide technical expertise within QA.
  • Provide training and support for team members in learning and adopting QA best practices.
  • Plan and coordinate integration testing with external partners.

Qualifications

Required qualifications:

Qualified candidates will satisfy one of these requirement options:

Option 1:

  • Nine (9) years of progressive professional information technology experience as defined below.

Option 2:

  • Associate degree in computer science information technology or related field and
  • Seven (7) years of IT experience as defined below.

Option 3:

  • Bachelors degree in computer science information technology or related field and
  • Five (5) years of IT experience as defined below.

Option 4:

  • Masters degree in computer science information technology or related field and
  • Three (3) years of IT experience as defined below.

Option 5:

  • Three (3) years of experience as a journey level IT professional in state service with experience as defined below.

Definition of qualifying experience:

  • Maintaining software applications.
  • Implementing software development projects including exposure to testing in an Agile environment using testing and release management tools.
  • Business/Technical Analyst within an information technology group performing consultative administrative or project management services including analyzing and designing business processes.
  • Performing manual or automated testing for large and small software applications.

Qualifying candidates will also have both of the following experiences which may be gained concurrently with the experience listed above:

  • Senior-level technical leadership experience particularly in QA.
  • Senior-level IT consulting and research skills.

Preferred qualifications:

  • Experience with Agile software development approach and Scrum
  • Experience with Azure DevOps
  • Experience with PGadmin and excellent SQL skills
  • Experience with API testing and use of Postman wget curl
  • Experience with observability tools like Dynatrace
  • Experience with automated testing tools such as Playwright or Selenium
  • System performance testing Jmeter
  • Familiarity with and demonstrated understanding of the enterprises business information/data and technology architectures
