The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Senior Market Conduct Examiner (Functional Program Analyst 4) position. This role is within the Company Supervision Division and is based out of our Tumwater Office.

About the Position

At the Washington State Office of the Insurance Commissioner (OIC) were dedicated to protecting consumers strengthening public trust and safeguarding Washington States economy through fair and efficient regulation of the insurance industry. Within OIC our Market Conduct Oversight team plays a critical role in this mission. We identify and address market practices that could put consumers at risk holding regulated entities accountable and helping to create a level playing field in the insurance marketplace.


As a Senior Market Conduct Examiner youll play a key role in this mission. Youll serve as a subject matter expert and mentor guiding examiners through complex market analyses and compliance reviews of Health Maintenance Organizations (HMOs) Health Care Service Contractors (HCSCs) Pharmacy Benefit Managers (PBMs) and other regulated entities. Youll lead efforts to identify patterns and practices that impact consumers recommend corrective actions and help shape fair and consistent regulatory standards across Washington State.

Duties

The duties of the position include but are not limited to:


  • Conduct complex market conduct and market analysis activities of insurers HMOs HCSCs PBMs and other regulated entities to ensure compliance with Washington State laws and regulations.
  • Review and evaluate company operations policies procedures and records related to marketing claims underwriting complaints provider networks and consumer services.
  • Identify patterns and practices that may pose risks to consumers or indicate noncompliance with state insurance statutes.
  • Prepare clear accurate and comprehensive reports that document findings and support regulatory decisions.
  • Interpret and apply insurance laws regulations and standards in the evaluation of company practices.
  • Serve as a subject matter expert (SME) and technical resource for Market Conduct Examiners.
  • Train and mentor examiners on analysis methods reporting and regulatory compliance standards.
  • Provide expert guidance on the use of analytical tools and systems such as TeamMate ORCA and I-Site.
  • Collaborate with company representatives internal divisions and other state regulators to gather information and resolve issues.
  • Participate in national or multi-state projects and working groups to promote consistency in market conduct oversight.
  • Contribute to process improvements policy development and team initiatives that enhance oversight effectiveness.

Qualifications

Required Qualifications:


  • Seven (7) years of full-time equivalent professional work experience* in an area such as regulatory examinations insurance underwriting compliance rating claims HCBM design distribution or administration.

AND

  • Intermediate-level skills and experience in Microsoft Outlook Word PowerPoint and Excel

*A degree in business administration social work public health public administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States candidates must provide a credential evaluation report.


Required Knowledge Skills and Abilities:

  • Demonstrated experience working independently prioritizing work and meeting multiple conflicting deadlines including by seeking guidance from leadership.


Preferred/Desired Qualifications:


  • MCM FLMI CIE or AIE designations.
  • Experience working for HMOs HCSCs Life and Annuity insurers Disability insurers or P&C insurers.
  • Experience working in compliance.
  • Experience using auditing analytics and cloud-based platforms such as TeamMate ThoughtSpot and Snowflake.
  • Two (2) years of supervisory experience demonstrated lead worker experience including regularly assigning instructing planning and checking the work of other employees and providing input to supervisor regarding performance.
  • Knowledge of AI use in the insurance marketplace including how entities apply machine learning and automation across underwriting pricing marketing claims and customer service.
