POSITION DUTIES
The Program IT and Data Officer is responsible for improving and automating the Departments program operations and administrative tasks by thoroughly understanding program goals and leveraging data systems and information technology. Responsibilities include Data Management which involves evaluating developing and executing plans to align data collection and analysis systems with departmental goals. This includes creating comprehensive evaluation plans and dashboards managing data integration developing collection and reporting tools and translating complex data sets into actionable visual and written formats. A critical function is providing training and technical assistance to both internal staff and external grantees to ensure data quality accuracy and compliance with key reporting requirements. The officer also supports Program Operations by assisting with the Caregiving Programs data collection review and quality assurance and supporting other programs as needed.
Data Management- Evaluate existing data collection and analysis efforts make recommendations and develop and execute plans to align systems and processes to meet the Departments goals.
- Collaborate with program staff to develop and implement comprehensive evaluation plans and dashboards to establish meaningful data collection through the Department and grantee network.
- Manage data preparation and analysis by integrating and consolidating data within and across programs.
- Provide training and technical assistance to program managers to ensure data quality and accuracy for all program reporting.
- Provide training and technical assistance to local Area Agencies on Aging and other community-based organizations funded by the Department to meet data collection and reporting requirements and more effectively measure local program impact.
- Develop and edit data collection and reporting tools to ensure quality impact-focused outcomes reporting.
- Create and maintain evaluation policies and procedures.
- Recommend and implement system changes and process improvements to enhance overall quality of data collection.
- Review and analyze complex data sets and translate into visual and written formats for use in talking points and presentations.
- Create systems to increase efficiency in annual data collection through the Older Americans Act Performance System (OAAPS) and Managing for Results (MFR) and integrate reported outcomes with other data sources to demonstrate service impact.
Information Technology- Collaborate as needed with the Department of Information Technology (DoIT) to include developing required data plans and policies assist IT Director in working with DoIT to report and troubleshoot IT challenges.
- Assist with providing subject matter expertise for any procurements contracts and agreements focused on data systems reporting and evaluation.
- Assist the IT Director with the Departments IT needs including Privacy Officer Data Officer and other relevant roles that may arise ensuring compliance with all applicable requirements.
- Assist Department staff to identify solutions to IT challenges with the assistance of DoIT as needed.
- Assist the IT Director with the duties and responsibilities of roles related to Cybersecurity Information Technology and others that may arise ensuring compliance with all applicable requirements.
- Assist with the Departments efforts to integrate technology-driven solutions throughout operations to increase quality and efficiency of service delivery.
- Provide technical assistance and training to Department staff as it relates to information technology and systems utilization.
- Assist in the development of training and tracking tools.
Program Operations- Caregiving Program
- Assist with the ongoing operations of the Caregiving Program in collaboration with the Departments Caregiving Program Manager.
- Perform caregiver data review and analysis make recommendations to the program manager.
- Support monthly quarterly and annual statistical review and assist with report generation including OAAPS and MFR reports.
- Monitoring program efficacy efficiency and quality assurance including working with the program manager to identify and implement solutions to all technical issues and address data collection automation.
- Other Programs
- Assist with operations of other CCS and LTSS programs as needed consistent with efficiency data collection automation and IT infrastructure
Other Duties- Other duties as assigned by the Secretary Deputy Secretary Assistant Secretaries Chief of Staff or Supervisor. This position may require site visits to network and partner sites across Maryland.

MINIMUM QUALIFICATIONS
Experience: One year of experience providing problem analysis and ongoing user support coordinating system development and implementation and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms.
Notes:
1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in Accounting Finance Business Administration Public Administration Human Resources Management Information Technology or other related field with specific coursework in the structure and use of automated information systems for the required experience.
2. Candidates may substitute the possession of an Associates degree from an accredited college or university in Accounting Finance Business Administration Public Administration Human Resources Management Information Technology or other related field with specific coursework in the structure and use of automated information systems and six months of experience providing problem analysis and ongoing user support coordinating system development and implementation and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

- Demonstrated experience in developing and maintaining complex project or data management solutions.
- Proven ability to design and implement comprehensive data visualization dashboards (e.g. in platforms like Power BI Tableau Smartsheet or similar) that effectively translate complex data into clear actionable insights for diverse stakeholders.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
