OVERVIEW:
Serve as a Portfolio Analyst supporting the Defense Threat Reduction Agency (DTRA) Comptrollers Finance and Accounting Division at Fort Belvoir VA. Provides analytical and administrative support for the financial planning execution and reconciliation of DTRAs IT program and acquisition portfolios. Ensures budgeted funds are accurately allocated tracked and reported in compliance with Federal and DoD financial regulations. Works closely with IT Directorate leadership budget analysts and program managers to maintain visibility and accountability of all IT resources.
GENERAL DUTIES:
Track and reconcile IT program obligations expenditures and unliquidated obligations to ensure fiscal accuracy and audit readiness.
Develop and maintain spend plans financial trackers and dashboards using DAI data and supporting financial systems (JICAP WAWF DCAS DDRS).
Assist with preparation of budget execution reports mid-year reviews and year-end closeout analyses.
Review funding memos acquisition packages and supporting documentation to ensure proper accounting treatment and compliance with DoD financial policy.
Compile analyze and present portfolio-level financial data and metrics for internal leadership reviews.
Coordinate with DFAS and internal stakeholders to resolve payment discrepancies de-obligations and reconciliations.
Support the development of corrective actions and process improvements to strengthen internal controls and data integrity.
Contribute to the documentation of standard operating procedures (SOPs) desk guides and training materials related to IT financial processes.
Provide administrative and data management support for portfolio management tools and financial systems.
REQUIRED QUALIFICATIONS:
Bachelors degree in Finance Accounting Business Administration or related field (required).
Masters degree in a related discipline (preferred).
Minimum 5 years of progressive experience in federal or DoD financial management including at least 2 years supporting IT or acquisition program financial activities. Experience with ERP-based financial systems such as DAI highly desirable.
Knowledge:
DoD Planning Programming Budgeting and Execution (PPBE) process and financial reporting practices.
Federal accounting standards and internal control requirements (GAAP OMB A-123).
Defense financial systems including DAI JICAP and WAWF.
IT portfolio and acquisition funding structures and cost elements.
DoD Financial Management Regulation (DoD 7000.14-R).
Skills:
Advanced Microsoft Excel skills (formulas pivot tables macros) and proficiency with Word PowerPoint and SharePoint.
Strong data analysis and visualization skills for executive-level reporting.
Excellent written and oral communication skills for briefings and documentation.
Ability to work collaboratively with cross-functional teams and stakeholders.
Detail-oriented approach to financial reconciliation and documentation.
Abilities:
Interpret and apply DoD financial policy and guidance to IT budget activities.
Identify data discrepancies and develop effective corrective actions.
Manage multiple priorities and deadlines in a dynamic environment.
Maintain accuracy and confidentiality of financial information.
