Job Summary

As a not-for-profit organization Mass General Brigham (MGB) is committed to supporting patient care research teaching and service to the community by leading innovation across our system. Founded by two leading academic medical centers (AMCs) Brigham and Womens Hospital (BWH) and Massachusetts General Hospital (MGH) MGB supports a complete continuum of care including two academic medical centers community and specialty hospitals a managed care organization a physician network community health centers home care and other health-related entities.

The Senior Vice President of Medical Department Operations (SVP) serves as the senior executive over a portfolio of medical departments and services across BWH and MGH in their leadership of and pursuit of excellence in the quadripartite mission of clinical care research education and community service within their respective departments. Specifically this portfolio currently includes the following academic departments/services (the portfolio):

Department of Medicine including Primary Care Value-Based Care and Community Health Centers
Department of Dermatology
Department of Physical Medicine & Rehabilitation Services

The Senior Director Department Operations (Director) functions as the most senior administrative leadership resource for all financial business performance management and communications needs within the portfolio. Most importantly the Director provides essential counsel and support to the SVP on financial strategic and administrative issues and manages the staff within the central office of the SVP.

The Director reports to the SVP. Due to the senior level of this position the Director also regularly communicates with prepares materials for receives direction from and provides counsel to the Chairs of the portfolios departments and service areas the Vice Chairs other Senior Vice Presidents across the AMCs and MGB and senior leaders of other departments and the hospital. The scope of this senior management role spans the DOMs Brigham and Womens Physicians Organization (BWPO) BWH Brigham and Womens Faulkner Hospital (BWFH) MGH Massachusetts General Physicians Organization (MGPO) MGB and Harvard Medical School (HMS) initiatives accounts employees and related issues.


Qualifications

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Planning

  • Provides strategic leadership and counsel for the portfolio; leads the capture analysis interpretation and utilization of financial operational clinical research and educational data used for decision-making.
  • Works closely with the SVP on the development of policies and financial and administrative programs consonant with the AMCs strategic direction; facilitates the formulation of multi-year plans to support growth and service mix enhancements across the clinical research and educational missions.
  • Devises strategies for effective use of clinical financial and operational benchmarking data for analytic goal setting and improvement activities. Works with management staff and representatives from other areas to evaluate initiate and implement systems and procedures and revises as necessary to improve and maximize efficiency.
  • Continuously assesses and improves the efficiency of systems and processes and overall expense management.
  • Supports SVP in recruitment of high-profile leadership positions. Provides feedback on commitment packages negotiates offer letters and communicates with portfolio leaders.
  • In conjunction with the SVP leads the management and resolution of circumstantial issues that arise within the portfolio. Toward this goal engages a broad array of resources reviews and individuals as needed.
  • Supports leadership meetings as needed and presents work pertaining to strategic planning financial analysis and business planning; develops and presents executive level analyses on key portfolio programs and planning activities.
  • Facilitates and manages the requests made of the SVP by various stakeholders for information accommodation or support.
  • Proactively assesses and makes recommendations for opportunistic development or risk hedging in the line with this develops and implements processes to support and measure the success of short- and long-term revenue diversification and enhancement initiatives.
  • Keeps current regarding trends and developments in the health care field.

Financial Management

  • Leadership
    • Oversees the portfolios Finance Office inclusive of all accounting operations faculty compensation processing payroll accounts payable accounts receivable and the monthly close. Represents >$1.4B in hospital and physician organization operating accounts and >$600M in research total direct costs annually across all entities.
    • Supervises the activities of subordinates who are responsible for being familiar with and approving all expenditures assigning cost centers monitoring compliance with budgets and identifying and investigating potential problem areas and proposing solutions.
    • Provides leadership on behalf of the SVP in supporting and guiding the portfolios capital investments and financial statement review.
    • Reviews all requests for hospital support and makes recommendations to the SVP.
    • Leads the portfolios participation in audits as appropriate or as requested.
    • Oversees the portfolios relationship with the Centralized Professional Billing Office (CPBO) ensuring impactful actionable and accurate delivery of collections charge analysis adjudication and adjustment data to the departments and service areas.
    • Establishes and enforces finance and accounting policies across the portfolio congruent with AMC HMS and MGB guidelines.
    • Continually and openly communicates with the SVP on any and all matters related to the portfolios fiduciary responsibilities. Provides financial leadership and counsel for the portfolio.
    • Ensures that the highest standards of integrity ethics control and confidentiality are maintained at all times across all financial and accounting matters under the purview of the SVP.
  • Budgeting and Capital Management
    • Oversees the annual budget process for the portfolio. Ensure that the portfolios budgets are developed reviewed approved and submitted in a timely and accurate manner and consistent with AMC and MGB standards.
    • Oversees and facilitates all portfolio program support within and between the AMCs.
    • Supports the SVP in planning and space allocation for all current and future applicable services assets across the AMCs.
    • Reviews capital requests; represents the portfolio on capital committees to advocate for investment funds.
    • Approves all relevant capital purchases and tracks ongoing expenditures.
  • Fiscal Management
    • Responsible for oversight of the cost center fiscal management of all areas of responsibility.
    • Monitors all research sundry HMS BWPO BWH MGH and MGPO funds as appropriate. Oversees these activities where appropriate.
    • Facilitates effective cost containment practices through monitoring of volume trends proactive management of capacity (physical and human resource) supplies service contracts and professional services agreements.
    • Oversees expense management issues; performs comparative analyses; develops and implements strategies for cost containment.
  • Analysis & Reporting
    • Examines analyzes and interprets financial reports for the purpose of giving advice preparing statements and projections and ultimately managing resources.
    • In partnership with the portfolios administrative leaders prepares analyses and forecasting for introduction of new programs/services and service line centers.
    • Standardizes approaches to analysis business planning and ROI valuations across the portfolio and develops rigorous processes for testing assumptions estimating impacts and enumerating investment requirements.
    • In collaboration with other SVPs and the COOs designs compiles and issues monthly executive dashboards capturing summary financial operational and administrative information on all portfolio lines of business and accounts; reviews and interprets dashboards with SVP on a monthly basis.

Faculty Compensation

  • In collaboration with MGB HR and Compensation oversees the development maintenance and distribution of all compensation plans within the portfolio. This represents compensation for >2100 faculty members across the AMCs.
  • Reviews and provides feedback on each areas compensation plan to ensure compliance with the AMC and MGB frameworks and generally accepted compensation principles.
  • Sets standards for all faculty offer letters and establishes processes to ensure standards are achieved in a consistent manner.
  • Audits selected compensation transactions for employees.

Contracts and Compliance

  • Manages the team that provides contract development services within the clinical and administrative areas of the portfolio working in collaboration with the MGB Office of General Counsel Department and Division administrative leadership and the administrative leaders of Finance Research Administration and Faculty Affairs.
  • In consultation with department leadership and MGB Network Development support the portfolio in identifying and pursuing opportunities; organizes and drives responses to all inquiries and RFPs.
  • In conjunction with the portfolio leaders develops subject matter briefs relationship proposals and other materials requiring the use of business intelligence and proprietary information of the AMCs and MGB.
  • Reviews salary and wage issues as requested by the SVP.
  • Develops implements oversees and approves policies procedures and systems and revises as necessary to maximize efficiency.
  • Responsible for ensuring compliance with regulatory bodies and making managers aware of policy and procedure changes.
  • Monitors annual compliance activities (e.g. vaccination reporting HealthStream etc.) for the portfolio.

System Engagement

  • In alignment with MGB and its associated entities provide leadership as areas within the portfolio develop support and manage coordinated programmatic initiatives for care model development care delivery improvement cost reduction administrative alignment and network and business development.
  • With counterparts across MGB assesses the markets need for clinical services. Monitors and evaluates the adequacy of planned and existing services and ensures the development of programs and services to respond to the market.
  • As a part of MGB initiatives leads standardization efforts aimed at cost savings efficiency and best practices.

Human Resources Management

  • Management Actions
    • Coordinates with Human Resources for the interviewing hiring personnel transactions (hiring salaries promotions job descriptions etc.) and implementation of institutional corrective action policy for direct reports.
    • Manages the portfolios Workday structure and ensures accuracy of reporting.
    • Using Workday initiates approves and coordinates with Human Resources for approval of human resources changes (i.e. salary adjustments salary distributions training records etc.) for staff who reside under the SVPs tree (or delegates said work). This portfolio includes more than 8300 employees and a significant number of contingent workers.
    • Prepares performance reviews on direct reports.
    • Takes corrective and disciplinary action up to and including termination as necessary to maintain the highest level of staff productivity and effectiveness.
    • Reviews workload issues to ensure appropriate staffing.
  • Oversight
    • Provides direct supervision to and is responsible for the conduct operations and results of direct reports and subordinate staff.
    • Develops and implements change management programs including efficiency and resource utilization projects.
    • In times of transition supports areas that require interim leadership support.
    • Actively considers opportunities to grow the abilities skills and support of employees through professional development enhanced communication vehicles employee-focused initiatives and otherwise.
  • Culture/Equity
    • Reviews supports and ensures salary and wage equity for staff.
    • Creates a supportive educational and development-focused environment for all staff.
    • Ensures the support and maintenance of a diverse inclusive and professional environment for all staff.

Other

  • Oversees general administrative matters.
  • Develops letters presentations announcements and other communications; all documents must be of the highest caliber of refinement and professionalism.
  • Serves as a stand-in for the SVP in relevant meetings when SVP is not available; serves on committees as needed or assigned by the SVP.
  • Leads or participate in special projects and perform other related tasks as requested or required.
  • Serves as a representative of the organization if/as requested.

MINIMUM JOB QUALIFICATIONS:

  • 8 years of experience as a leader within an academic medical center.
  • Demonstrated track record of successfully leading teams.
  • Experience working in a highly matrixed organization / environment strongly preferred.
  • Bachelors degree required. Masters degree in related field strongly preferred.
  • Advanced proficiency in Excel PowerPoint and Word is required. Previous experience working in Workday Strata IPORT Insight and Vizient and/or the ability to learn these systems is preferred.
  • MGB experience preferred.

Excellent verbal and written communication skills are necessary to communicate effectively with a large and diverse constituency including the Chairs senior departmental leaders hospital and PO leaders and administrative staff. A good command of English language including medical and scientific terminology is critical.

DIRECT REPORTS:

The AMC Medical Departments portfolio team structure is evolving but it is likely that the Senior Director will directly supervise the following positions:

  • Senior Agreement Associate
  • Senior Communication Specialist
  • Project Managers and Analysts who service the portfolio
  • Finance Directors/Managers representing the various areas of the portfolio (likely as Indirect Reports)

WORKING CONDITIONS:

  • Attends meetings in and out of hospitals and clinics. May require travel to off-campus locations.
  • Is available for early and late meetings and flexible to meet frequent deadlines. Some evening and weekend work will be necessary.

SYSTEM AND FISCAL RESPONSIBILITIES:

  • Accountable for the budget performance of all accounts within the purview of the position.
  • Responsible for managing an effective efficient team of resources with stewardship.
  • Works within legal regulatory compliance accreditation and ethical practice standards relevant to the position and as established by BWH/BWFH/BWPO/MGH/MGPO/MGB.
