Main Purpose of Job
This position is to prevent detect and eliminate fraud waste mismanagement and corruption within the Department of Human Services. This function is accomplished by serving as an Internal Auditor I in the Office of the Inspector General assisting in performing independent appraisals of auditable entities of the Department of Human Services and/or following-up on deficiencies noted in audit reports issued by Legislative and other external auditors and advising management of our conclusions and recommendations.
POSITION DUTIES
- Determines the adequacy and effectiveness of internal accounting control systems and/or determines the adequacy and effectiveness of corrective actions taken to address audit recommendations made in audit reports issued by Legislative and other external auditors.
- Determines compliance with Federal State Local and Departmental laws rules and regulations and/or determines if corrective actions were implemented to address deficiencies noted in audit reports issued by Legislative and other external auditors.
- Prepares clear concise working papers to: document the reviews performed and the results of related tests document that the review objectives have been met and ensure that sufficient competent relevant and useful evidence has been gathered to support the review findings and conclusions.
MINIMUM QUALIFICATIONS

Education: A Bachelors degree in accounting from an accredited college or university or a Bachelors degree from an accredited college or university with 30 credit hours in accounting and related courses including or supplemented by 3 credit hours in auditing.
Experience: One year of experience conducting financial and operational internal audits that include elements for finance and compliance economy and efficiency and program results.
Notes:
1. Applicants who have met the requirements for admission to the CPA examination prior to July 1 1974 will be considered to have met the educational requirement referenced above.
2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a masters degree in accounting from an accredited college or universityfor therequired experience.
3. Candidatesmay substitute one year of professional accounting experience for therequired experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

- One year of experience using governmental auditing standards and internal auditing standards.
- One year of experience in accounting principles and practices.
- One year of experience preparing accurate and concise audit work papers.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which may require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operators license valid in the State of Maryland.
