ABOUT THE ROLE

Are you a people-focused professional with a passion for public service The City of Fountain Valley is seeking a dedicated Code Enforcement Officer to join our this pivotal public-facing role you will be on the front lines of neighborhood preservation and community enhancement ensuring that homes businesses and public spaces meet the citys standards for safety health and aesthetics.
This position is ideal for an organized detail-oriented and tactful individual who can communicate effectively with a diverse public often in challenging situations. You will have the opportunity to work independently in the field use your problem-solving skills and feel the satisfaction of helping our community thrive. The ideal candidate will possess:
  • A strong commitment to customer service and a desire to serve the public;
  • Experience in a field requiring strong public contact and the enforcement of regulations;
  • Excellent communication skills both written and verbal for preparing clear reports and explaining technical information;
  • The ability to exercise sound independent judgment and discretion when working in the field;
  • An organized approach to managing a caseload with strong record-keeping skills; and
  • The flexibility to work the assigned schedule: Wednesday through Saturday (4/10 schedule)

Job Overview

  • Inspects single-family homes apartment buildings businesses and vacant lots to ensure compliance with applicable zoning and nuisance codes ordinances and regulations.
  • Receives evaluates and resolves citizen and interdepartmental complaints of alleged code violations.
  • Performs field investigations evidence gathering and case preparation of violations of City codes regarding nuisance abatement abandoned vehicles and other related violations.
  • Prepares and issues violation notices explains nature of incurred violations and encourages compliance and conducts follow-up abatement procedures including correspondence site visits and communication with property owners.
  • Recommends and implements strategic enforcement campaigns for problem areas.
  • Issues warnings violation notices and administrative citations regarding code violations.
  • Provides testimony at administrative citation hearings.
  • Provides information to the public and City agencies regarding municipal civil penal and related codes.

OTHER JOB-RELATED DUTIES:

  • Maintains case files records and automated databases.
  • Prepares and presents oral and written presentations to Council commissions and boards as necessary.
  • Drafts ordinances resolutions reports and pleadings.
  • Prepares a variety of letters memorandums and other written reports on a variety of Code Enforcement matters.
  • Performs legal research in support of criminal and civil litigation.
  • May appear on Citys behalf in court proceedings.
  • Performs other duties as assigned.

Qualification Guidelines

EDUCATION:High School graduation or equivalent. Supplemental college-level coursework in a related area is highly desirable.

EXPERIENCE: Equivalent to two (2) years of full-time work experience performing municipal code enforcement or related work including extensive public contact.

CERTIFICATION: Certification as a Code Enforcement Officer issued by the California Enforcement Officers Association (CACEO) or by the International Code Council (ICC) is required at the time of appointment (or obtained within the 12-month probationary period) as a condition of employment.

LICENSE REQUIRED: A valid California Class C Drivers License.

SPECIAL REQUIREMENT: Requires schedule flexibility including availability to work weekends.
