Description
The City of Battle Creek is looking for Water Superintendent to supervise the operation and maintenance of the municipal water system. Work is performed under the limited supervision of the DPW Director. Divisional supervision is exercised over all personnel within the division.
Examples of Duties
- Monitor the day to day operation and act as the operator in charge of an S-1 D-1 water system. Act as operator in charge of the Emmett Township S-3 water system. Coordinate with downstream customers as part of water service contracts. Generate all state primacy agency reports as required by the PA 399 for Safe Drinking Water.
- Direct supervisory staff in the production distribution and metering of water. Direct and approve clerical staff in accounts payable requisitions purchase orders and contracted purchasing.
- Recruit evaluate interview and orient transfer employees and new employees. Assist Human Resource personnel in filling vacant positions. Determine staffing levels and budgets to support the level of personnel needed.
- Engage in planning meetings with internal staff and consulting groups. Provide guidance in the planning of projects in the Capital Improvement Plan. Work closely with Water Distribution and Water Production staff in asset management efforts and State of Michigan regulatory requirements.
- Direct Water staff in creating and distributing customer information documents press releases and boil water advisories. Work closely with the Engineering Division to coordinate projects and as well as lead service line replacement efforts.
- Determine budgeting levels for all subdivisions of Water Division. Monitor the appropriate use of budgeted amount throughout the Water Division. Prepare various correspondence records and reports.
- Make field inspections of construction production treatment operation maintenance and distribution activities of the water division.
- Develop and implement water system operation and maintenance policies. Determine the need for and orders equipment materials and supplies for the Water Division.
- Monitor overall water system projects daily operations and the design and details of water construction projects and schedule personnel and equipment needed to complete them.
- Institute procedures designed to increase the efficiency and/or improvement of public relations for the Water Division.
- Manage citizen inquiries and comments pertaining to water quality and service and Water Division activities.
- Participate in the development of periodic rate changes for the water system and downstream customers.
Typical Qualifications
Minimum Qualifications:
- Bachelors degree with coursework in water technology engineering environmental science chemistry or related field.
- Thorough knowledge of State and Federal laws and regulations relating to procedures required for the pumping and distribution of a safe community water supply.
- Extensive experience in the construction operation and maintenance of a municipal water system including three (3) years in a supervisory capacity or equivalent combination of education and experience.
Special Requirements:
- Possess State of Michigan D-1 Water Treatment License within 6 months of hire.
- Possess State of Michigan S-1 Water Distribution Licenses within 6 months or hire.
- Valid drivers license in the State of Michigan.
