Job Description:

We are partnering with North Carolina DHHS to operationalize a statewide Medicaid Plan designed to support Medicaid-enrolled infants children youth young adults and families served by the child welfare system so that they receive seamless integrated and coordinated health care. Within the Children and Families Specialty Plan (CFSP) and regardless of where a member lives they will have access to the same basic benefits and services including Physical health Behavioral health Pharmacy Intellectual/Developmental Disabilities (I/DD) services long term services and supports Unmet health-related resource needs and Integrated care management. We envision a North Carolina where all children and families thrive in safe stable and nurturing homes.

Location: North Carolina. Field: This field-based role enables associates to primarily operate in the field traveling to client sites or designated locations as their role requires with occasional office attendance for meetings or training. This approach ensures flexibility responsiveness to client needs and direct hands-on engagement.

The CFSP I/DD and Traumatic Brain Injury Statewide Director is responsible for the clinical vision development and coordination of I/DD and Traumatic Brian Injury (TBI) programs and services in the state of North Carolina. The Director will work in partnership with external stakeholders as well as the internal clinical and provider teams to provide leadership and oversight for programs training and services designed to support individuals with I/DD and/or TBI needs. They ensure that operational needs are met and ensure compliance with state/federal health plan requirements Medicaid guidelines and health plan requirements.

How you will make an impact:

  • Directs and oversees innovation initiatives data analysis activities and evaluation strategies for clinical programs including but not limited to pilot projects grant-funded research projects and publication endeavors.
  • Collaborate effectively with colleagues state partners (e.g. DSS Department of Public Instruction Division of Juvenile Justice and Delinquency Prevention DMH/DD/SUS) and diverse community stakeholders.
  • Innovates and implements new or revised models for clinical strategy functions in response to evolving trends in healthcare delivery and/or emerging models of care.
  • Provides subject matter expertise in response to day-to-day business issues; research applicable subject matter practices; and remains aware of industry trends to build new programs and initiatives for network members.
  • Build alliances across the business including Care Management Utilization Management Network Clinical Pharmacy and Quality teams to ensure a collaborative efficient and viable operating model.
  • Supports cost management projects through analysis of medical expense to determine savings for both proposed and implemented initiatives

Minimum Qualifications:

  • Requires a BA/BS and minimum of 10 years of experience in external client facing program management project management; complex business processes strategic and business planning; or any combination of education and experience which would provide an equivalent background.

Preferred Skills Capabilities and Experiences:

  • MBA or Master-level training in behavioral health (i.e. social work counseling) or public health field.
  • At least five years of experience in agencies serving children youth and families involved with the Department of Social Services and Juvenile Justice with expertise in behavioral health and 1915i/c services for children with Intellectual or Developmental Disability (I/DD) and SMI.
  • Experience providing clinical support for children and families in the child welfare system and/or familiarity with relevant state agencies (e.g. DSS Department of Public Instruction Division of Juvenile Justice and Delinquency Prevention DMH/DD/SUS).
  • Experience coordinating Medicaid services for children and youth with complex medical needs including I/DD TBI and/or comorbid mental health conditions.
  • System-level thinker with the capacity to identify leverage points for change anticipate downstream effects or barriers and balance competing priorities across a diverse range of stakeholders.
  • Possess strong leadership communication and interpersonal skills along with knowledge of disability laws funding and community resources.
