The story of our organization begins in 1993 when Texas created a workforce development system that made significant efforts to improve service delivery through local control and coordination of services from different programs. On May 23 1996 Governor George W. Bush certified the North Central Texas Workforce Development Area (WDA) and on July 25 1996 the Chief Elected Officials of the 14-county WDA signed a partnership agreement forming the North Central Texas Workforce Development Board and selected the North Central Texas Council of Governments as its fiscal agent grant recipient and administrative agent. Our WDA includes Collin Denton Ellis Erath Hood Hunt Johnson Kaufman Navarro Palo Pinto Parker Rockwall Somervell and Wise counties.

How you will make an impact - Description of the Opportunity:

The Senior Manager - Centralized Services Operations is responsible for leading a team aligned with providing Centralized Workforce Services Operations essential to the functionality of the workforce department. The Senior Manager Centralized Workforce Services Operations is responsible for leading and coordinating key centralized operations that support effective department-wide administration. This role encompasses responsibilities in program support resource development compliance marketing and communications continuous improvement contracts and memorandums of understanding (MOU) management and cross-departmental collaboration. Working under the direction of the Executive Director this position helps ensure alignment of departmental activities with applicable policies and promotes continuous improvement across functions.

Key Responsibilities:

  • Provide operational oversight and support for administrative program functions that span multiple units.
  • Identify and pursue opportunities to expand funding through grants partnerships and other resource development initiatives.
  • Act as a liaison across departments to coordinate cross-functional initiatives and or special projects and support collaborative problem-solving.
  • Under the guidance of the Executive Director support efforts to align departmental strategies and operations with applicable policies and priorities.
  • Oversee lease agreements and lead the coordination through a liaison for facilities operations and maintenance issues.
  • Support organizational compliance with evolving policies regulations and funding requirements in the workforce and childcare sectors.
  • Leverage agency resources and expertise to enhance departmental performance and outcomes.
  • Promote open communication and knowledge sharing between units to support continuous improvement and organizational learning.
  • Monitor trends and operational data to identify areas for improvement and implement changes to enhance performance.
  • Support planning and budgeting processes by assessing resource needs and contributing to strategic decision-making.
  • Leads supervisory professional technical personnel by providing goals training; recommending professional development opportunities; establishing deadlines; assigning work duties observing and monitoring work activities; conducting performance evaluations; helping employees to correct deficiencies; recommending disciplinary actions if necessary; and interviewing candidates and making hiringrecommendation; coordinating and assigning work tasks; conducting performance appraisals; and conducting group meetings.
  • Develop and implement performance management strategies conducting regular evaluations to assess staff performance and ensure alignment with organizational goals. Provide constructive feedback and identify opportunities for growth.
  • Develop and implement strategies for staff development including training professional growth opportunities and team-building initiatives.
  • Promote a collaborative positive and high-performing team culture across the department.

Required Education & Experience:

  • Bachelors degree and a minimum of 7 years related work experience or 13 years equivalent work experience in lieu of a degree

Compensation:

  • FLSA: Exempt
  • Starting Salary: $135868.55 - $145000.00 depending on skills qualifications and experience.

Officing:

  • This position is required to be in the office 4 days per week.

The defined contribution retirement plan provides retirement benefits for all eligible employees. NCTCOG contributes twelve percent (12%) of permanent full-time employees gross salaries. Participating employees contribute six percent (6%) of gross salary. An employee becomes forty percent (40%) vested in NCTCOGs contributions after three full years of employment. An additional fifteen percent 15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
