THE POSITION


The Public Works - Stormwater Team
The City of Rancho Cordova is home to six miles of the American River and 41 miles of creeks and channels. The Stormwater Team works to safely convey runoff within the drainage system protect the environment and support economic development in Rancho Cordova a vibrant and growing community of more than 81000 residents.

The Public Works - Stormwater Division is seeking anAssistant Civil Engineer to join the team. The ideal candidate will have experience in one or more of the focus areas listed above the ability to work well in a team environment strong written and verbal communication skills and a passion for serving the community.

A typical day for an Assistant Civil Engineer might include visiting a City storm drain channel talking on the phone or in person with city residents or business owners about ways they can reduce stormwater pollution or reviewing storm drain designs for a new neighborhood.

EXAMPLES OF ESSENTIAL DUTIES

The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and change business practices.

  • Maintains inventory and prioritizes maintenance needs for storm drains local waterways pump stations detention basins and other stormwater facilities.
  • Prepares staff reports and correspondence by presenting a variety of information and statistics in the form of written graphic or oral reports for use by elected and appointed officials special committees or community organizations.
  • Responds to public inquiries and complaints and answers technical questions related to City projects and programs by researching interpreting and explaining policies and regulations.
  • Maintains internal and external customer relations by using tact and diplomacy in all interactions with customers; responds to public inquiries and complaints and answers complex technical questions related to City projects and functions by researching interpreting and explaining policies and regulations; coordinates with departments and outside agencies and serves as liaison to departments.
  • Conduct field inspections and coordinate with field crews as needed.
Additional Dutieswhen assigned to the Stormwater Division
  • Serve as a member of the Citys Storm Response Team requiring on-call availability after hours and on weekends as needed to respond to storm-related events flooding or drainage system issues.
  • Participates in developing and conducting citizen involvement/public participation events to explain policies procedures proposed developments proposed regulations and policies and code enforcement; develops and conducts demonstration packets workshops and other training events.

EMPLOYMENT STANDARDS & MINIMUM QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.

Knowledge of:

  • Basic operations services and activities of a municipal engineering design and construction program.
  • Methods materials and techniques used in the design construction and maintenance/operation of public works and utilities programs and activities.
  • Basic surveying drafting computer-aided design and modeling techniques and technology.
  • Current developments and trends related to professional public works engineering.
  • Office procedures methods and equipment including computers and applicable software applications such as word processing spreadsheets and databases.
  • English usage spelling punctuation and grammar.
  • Basic principles of business correspondence.
  • Occupational health and safety standards.
  • Basis contract management and administration.
  • Basic real estate and right of way acquisition procedures.
Ability to:
  • Perform professional engineering computations and learn to check design and prepare engineering plans studies profiles and maps.
  • Intermittently analyze work papers reports and special projects.
  • Identify and interpret technical and numerical information.
  • Observe and problem solve operational and technical policy and procedures.
  • Learn and understand City standards and regulations and engineering policies and procedures.
  • Learn applicable laws and regulations related to the area of assignment.
  • Learn to prepare accurate cost estimates and make related recommendations.
  • Learn to analyze and prepare technical reports.
  • Operate office equipment including computers and supporting word processing spreadsheet and database applications.
  • Provide high quality economical services to the Rancho Cordova community placing emphasis on responsive customer service.
  • Maintain integrity of work by taking responsibility and accountability for completion of work and customer interactions.

MINIMUM QUALIFICATIONS GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:


EDUCATION/TRAINING:
  • Equivalent to the completion of a Bachelors degree from an accredited college or university with coursework in civil engineering or a related field.
EXPERIENCE:
  • One (1) year of technical engineering experience is desirable.
    • Stormwater specific experience is highly desirable.
LICENSE AND CERTIFICATE:
  • Possession of a valid Engineer-In-Training Certificate with the State of California.
  • Possession of or ability to obtain a valid California drivers license with a satisfactory driving record as determined by the City.
