The Team Youll Work With
The mission of the Office of Talent and Workforce Development (NYC Talent) is to ensure all New Yorkers can access good-paying careers and employers can access New York Citys talent so they can thrive today and in the future. To achieve this mission NYC Talent aligns efforts across the citys public-private workforce development ecosystem provides data and policy expertise and supports program innovations and process improvements for services offered by the City of New York and other workforce stakeholders. NYC Talent works in partnership with government employers industry professionals educational institutions nonprofits and philanthropic organizations to ensure the Citys workforce development strategy aligns with employer demand jobseeker needs and the rapidly changing economy.
The Problems Youll Solve
Community Hiring is an initiative that allows the City to set workforce goals for City vendors to provide employment and apprenticeship opportunities to low-income individuals and those living in low-income communities. Community Hiring will enable qualified job seekers to connect with opportunities and City vendors to access a pipeline of talent more easily.
NYC Talent is seeking an Executive Director Community Hiring to lead Community Hiring for the City of New York and this individual will be charged with managing and implementing the requirements of Chapter 79 of the NYC Charter and coordinating with other government offices and City-affiliated entities in implementing Community Hiring more broadly across the City. This includes among other things supporting City agencies and external partners such as City vendors and Community Hiring Referral Sources (such as HRAs Business Link the Workforce1 Career Centers labor unions among others) and overseeing the tracking reporting and compliance reviews of City procurements subject to Community Hiring requirements.
In addition the Executive Director Community Hiring will be responsible for implementing and maintaining - in coordination with other internal City partners - the technology tools necessary to collect data track and report on Community Hiring so that NYC Talent can meet all legally required reporting obligations including under Chapter 79 of the NYC Charter and Labor Law 220-j. The Executive Director Community Hiring will also be responsible for managing the Section 3 (Federal Housing and Urban Development Act of 1968) compliance reporting obligations in accordance with the Section 3 Plan for the City of New York.
This position will report to the Executive Director of NYC Talent and will work collaboratively with NYC Talent staff City Hall staff City agencies and external stakeholders.
Job responsibilities include but are not limited to:
-Lead strategy and implementation for Community Hiring across the City.
-Develop and maintain partnerships with key internal stakeholders including but not limited to Department of Small Business Services Human Resources Administration Mayors Office of Contract Services New York City Housing Authority Housing Preservation and Development Economic Development Corporation and other City agencies subject to Community Hiring requirements.
-Develop and maintain partnerships with key external stakeholders including but not limited to City vendors labor unions workforce development and training providers industry associations community-based organizations and educational institutions.
-Develop and maintain relationships with other municipalities states and/or governmental entities that have hiring initiatives.
-Develop consistent monitoring policies and procedures for contracts subject to Community Hiring requirements.
-Manage the Community Hiring Referral Source network and directory including working with City agencies partners and contracted vendors to become Referral Sources.
-Develop best practices for Community Hiring.
-Develop and support training resources to support agencies vendors and Referral Sources.
-Oversee the development of marketing materials to assist in Community Hiring implementation.
-Work collaboratively with other NYC Talent teams.
-Develop and maintain policies for quarterly and other ad-hoc reporting.
-Manage digital tool(s) necessary to collect track and report on Community Hiring.
-Manage and support the work of third-party consultants as needed.
-Represent NYC Talent at interagency meetings at City Hall and external meetings events and panels conferences etc.
-Supervise and manage staff.
-Perform other duties as assigned.

Minimum Required Qualifications
-You are authorized to work within the United States.
-A masters degree or other advanced degree from an accredited college in business or public administration law operations or a closely related field and seven years of satisfactory full-time related professional experience OR
-A baccalaureate degree from an accredited college and ten years of professional experience in the areas described in 1 above
-7 years of program management procurement legal services or comparable professional experience
-10 years of related work experience

Qualifications :
1. Do you have a baccalaureate degree from an accredited college or university
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative analytic coordinative supervisory or liaison responsibilities
3. Do you have a four-year high school diploma or its educational equivalent approved by a states Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question 2 above
4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions 1 2 and/or 3 above
