The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

ACS Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance on child welfare policies and procedures to improve service delivery and achieve safety permanency and well-being for children in foster care.

The Office of Older Youth Development Services (OYDS) is responsible for technical assistance around permanency planning and promoting shorter lengths of stay in residential placements for youth in foster addition we look at the well-being and safety of youth 12-21 years of age. The Office of Older Youth Development Services includes the following program areas: Youth Justice/PINS/DOC FPS Conferencing Missing Childrens Outreach Unit Supervision to 21 Residential Care Permanency Planning Unit (RCPPU) Fast-Track Long-Stayers APPLA Monitoring Unit Teen Specialist Unit Office of Child Trafficking Prevention and Policy Reentry Independent Review OYDS Special Projects Youth Engagement Contract Headers Retro Reimbursement and OYDS Data Accountability. We also provide guidance for the foster care agencies around child sex trafficking iFoster transitional plans NYTD (National Transitional Database) Sexual Health and Reproduction CCRS coding and crossover youth practice model and Raise the Age.

Family Permanency Team Conferencing works with external experts professionals and internal cross-divisional partners to advance the skill set of staff in the Unit and build capacity internally and within Foster Care and Residential Care Providers that will expand services for teens and improve the outcomes all older youth persons in need of supervision incarcerated youth and youth reunifying with families.

The Borough Director will be responsible for:

- Managing developing implementing and evaluating operational procedures and policies for the conference continuum (Family Team Newborn and Newly Discovered Children Re-Entry and High Needs Conferences)

- Managing and support activities to strengthen the integration and evaluation of Child Success NYC as it relates to Family Foster Care

- Advance the integration of conferencing with evidence based evidence informed and promising practices

- Address anecdotal thematic conference content and process barriers and observe conferences to make assessments on conferences and Facilitators

- Work with the Management Information System (MIS) unit to create reports and ongoing database maintenance

- Work closely with stakeholders to create opportunities and advance ACS 2011-2013 Strategic Plan to improve outcomes for children and families.

- Track and analyze data identify trends and assess family service needs and outcomes.

- Make determination outcomes on reviews and appeals in which consensus cannot be achieved.

- Attend and co-chair advisory board meetings

- Implement agency/stakeholders readiness training and provide technical support assistance

- Maintain effective relationships with internal divisions provider agencies community leaders and other members to ensure that permanency-related targets are met

- Assess staffing needs and provide ongoing professional development coaching and supervision of Managers

- Monitor time and leave and evaluate staffs performance according to Childrens Services guidelines

- Maintain fidelity to the conference continuum and attend inter/intra agency meetings to share information and develop policies and procedures

- Facilitating yearly Safe Sleep overview and planning

- Working with Providers on Healthy Relationship overview/training

- Writing monthly reports that detail activities of unit goals and outcomes

- Participating in meetings with stakeholders and workgroups

- Providing data outcomes for EPY

- Work in coordination with other internal ACS offices (IPAS-CW OCTPP Res-Care OSI OSR MCOU and Investigative Consultation Program) and divisions

- Respond to inquiries and requests sent to TSU electronic mailboxes

- Provide training to staff and youth using specified co-parenting curriculum.

- Participate in event planning and production.

- Provide technical assistance and attend case conferences that involve EPY which includes fathers.

- Attend in-house meetings at mother-child monthly with EPY.

ADMINISTRATIVE DIRECTOR OF SOC - 1005C


Qualifications :

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience including one year at the administrative or managerial level in a large governmental agency business firm civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to 1 above. However all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
