Position Summary
The Behavioral Health Springboard ( BHS ) at the School of Social Work University of North Carolina at Chapel Hill links current research to initiatives in mental health and substance use disorder treatment systems. BHS offers curricula development technical assistance program consultation and face-to-face and online educational programs. Collaboration between the university and the community (local regional/state global) is mutually beneficial for the exchange of knowledge and resources in a context of partnership and reciprocity. These exchanges enrich scholarship and research; enhance curriculum teaching and learning; prepare educated engaged citizens; strengthen values and civic responsibility; address critical societal issues; and contribute to the public good. Our training resources products and experienced staff help organizations design effective service delivery systems and assist with the transitions needed to implement evidenced- based practices for improved client outcomes and systems efficiencies. BHS is seeking a highly skilled and knowledgeable Womens Substance Use Disorders Program Manager to lead two statewide programs: Womens Substance Use Disorders and the Work First/ CPS Substance Use Initiative for the NC Division of Mental Health Developmental Disabilities and Substance Use Services ( DMH /DD/ SUS ). The program manager serves as a subject matter expert in each area and will be responsible for all aspects of program management and delivery statewide. The work is public facing involving interagency collaboration and provision of technical assistance to statewide stakeholders (behavioral health service providers medical professionals public health professionals child welfare professionals Local Management Entity-Managed Care Organizations NC Division of Social Services and NC Division of Public Health). This position will lead the implementation of monthly learning collaboratives and provide ongoing training and technical assistance regarding substance use disorder treatment services and training needs for treatment providers and local government staff. This position will have on-going responsibility for the collection tracking and monitoring of program metrics and deliverables while also providing leadership in the development of and training for the Work First/ CPS quarterly report. This position will lead the co-occurring needs webinar series and will recruit and engage external subject matter experts to provide didactic training content. This position will provide project management support for newly developed asynchronous online training courses and will support on-going content maintenance for existing courses. The position requires in-person engagement at both UNC Chapel Hill and at the Division of Mental Health Developmental Disabilities and Substance Use Services located in Raleigh NC. This position will require up to 25% travel to in-person technical assistance sites training events and conferences across NC. Selected candidate must have a valid drivers license. The position will report to the Lead PI/ BHS Director and will receive day-to-day programmatic supervision from the DMH /DD/ SUS Womens Services Team Lead.

Required Qualifications Competencies And Experience
Experience leading statewide training programs and services focused on substance use treatment and intervention services for women. Clinical licensure as a LCSW LCMHC or LCAS required. A high level of competency in Microsoft Outlook Word and Excel. Excellent writer and editor. Ability to communicate complex program information with a substantial impact on targeted audiences. Ability to establish and maintain working relationships with internal and external partners. Ability to interact with key people at all levels of any organization. Ability to build and establish productive working relationships with NC state government partners community partners and university partners. Experience using implementation science tools and strategies. Experience using data to evaluate program effectiveness and to develop continuous improvement/strategic action plans. Ability to work both independently and collaboratively without immediate direct supervision. Ability to manage conflict and communicate effectively with diverse workforce populations stakeholders and settings. Experience with negotiation implementation and oversight of the projects within the scope of work.

Preferred Qualifications Competencies And Experience
Masters degree in social work psychology public health or a closely related human services discipline. Prefer at least 10 years of relevant professional experience in womens substance use treatment services and programs. Experience with program management responsibility for soft-funded university-based public service programs is highly desirable. Knowledge and understanding of North Carolinas Work First program including familiarity with program goals and eligibility requirements and experience coordinating with LME /MCOs county DSS personnel or related community agencies. Leadership experience with public policy issues that are central to the work such as women child and infant health substance use disorders child welfare and economic social services.
