Role Description:
The Utility Systems Operator 11 operates controls and monitors related equipment to maintain all manned and unmanned facilities for collection and distribution systems operation.
Essential Duties & Responsibilities:
Acts as Operator in Charge of the shift on the basis of seniority or as management appoints for reasons of operational necessity and while so acting is responsible for locating problems and initiating immediate corrective action to maintain adequate power distribution; determining what work must be done; relaying instructions to the next shift operator or supervisor including problems encountered and action taken; providing technical guidance and assistance to Operators etc.
Responsible for locating problems and initiating immediate corrective action to maintain adequate power distribution; determining what work must be done; relaying instructions to the next shift operator or supervisor including problems encountered and action taken; providing technical guidance and assistance to Operators; etc.
Utilizes SCADA to monitor acknowledge alarms and control facilities while taking appropriate actions to ensure integrity of facility. Communicates with Supervisor to verify SCADA readings and respond to intrusion alarms.
Operates and maintains the facilities in local and remote mode utilizing an understanding of water and sewer process system and facility functionality (including HVAC and Health/Safety systems). In emergency conditions operates remote pumping facilities manually records water levels and pressure readings monitors gages alarms and telemetry. Records and communicates data at regular intervals to pumping control room and/or Blue Plains WWTP or WAD Operations as needed.
Responds to system emergencies (local and remote stations) in a manner consistent with applicable procedures in order to minimize disruption of service and notifying all appropriate personnel.
Coordinates with Supervisor when operating in non-normal conditions (examples include operating under safe clearance requirements and process or equipment failure).
Operates pumps and valves (e.g. sluice gates gate valves etc.) screens PRVs trash compactors and other related equipment at all facilities to meet the conditions of water demand and sewer wet well levels. Operates screens washer compactors and conveyors to ensure proper operation and remove debris as needed.
Performs chlorination and dichlorination as part of system operations. Performs water sampling testing for pH chlorine residual and fluoride.
Fills out operators daily pumping sheets with all pertinent information including flow rate totals pressures levels pump/valve configurations etc.). Responsible for a daily checklist of all activities (local and remote stations) to be turned into the Supervisor daily.
Maintains the cleanliness and upkeep of all facilities duties include power washing sweeping clean-up of debris (floor and equipment) change out lights (lamps).
Maintains daily logbook at all facilities to include all pertinent information i.e.: configuration changes system anomalies maintenance performed etc.
Performs operational preventative maintenance as described in work management system.
Performs regular preventative maintenance for local and remote stations. Checks all pumping facility equipment for proper operation i.e. oil levels proper valve operation seals pumps motors and bearings.
Prepares and document operation conditions within electronic logbooks. Enters work related data and lists into SCADA workstation or work PC as required.
Creates CM work orders and follows-up with facilities and maintenance. Tracks work progress.
Performs tasks within mixed trade work teams as assigned.
The employee is classified as essential and is required to report to work in all weather conditions.
Subject to being placed on call during hours and schedule identified by the Authority and is required to work overtime during emergencies.
Required to work shift work holidays and weekends in all weather conditions.
Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Required Experience:
Must possess five (5) years of progressive experience related to operating utility systems in manual or unmanned pumping stations.
Minimum Education Requirements:
High School diploma or General Educational Development (GED) certificate
Required Skills:
Knowledge of the DC Water Collection/Distribution Systems.
Thorough knowledge of processes and equipment used at various units such as screens pumps and valves. Knowledge of the various units and treatment processes.
Thorough knowledge of SCADA Systems.
Familiarity of water pumping and distribution systems and knowledge of confined space requirements/procedures a plus.
Ability to communicate and follow oral and written instructions.
Knowledge of applicable rules regulations and permit requirements.
Required Licenses & Certifications:
Must possess and maintain current or acquire within 18 months from the date of hire ABC certification Collection Systems Operator Il and ABC certification Distribution Systems Operator 11.

May work indoors and/or outdoors. Environmental conditions include exposure to extreme cold and/or hot temperatures. May work in areas of noise vibration near moving mechanical parts risk of electric and a variety of hazards. Must be capable of lifting heavy objects (up to 50 pounds). Ability to climb a ladder.
