Job Summary

The Library Operations Manager oversees the day-to-day operations of the library ensuring that circulation services facility logistics and administrative workflows run smoothly and efficiently. This role supports the Library Director in maintaining high service standards providing leadership support and coordinating with other departments as needed. The Library Operations Manager helps implement policy participates in budget preparation manages reporting and data and serves as the point person for operational oversight when the Director is unavailable.

Essential Duties & Required Qualifications

  • Oversees daily library operations in collaboration with the Library Director and supervises key administrative processes.
  • Responds to customer issues and concerns related to the library.
  • Handles meeting room rentals and payments according to current fee schedule.
  • Prepares payroll and ensures accurate staff timesheet reporting.
  • Supervises Circulation Supervisor.
  • Acts as the primary purchasing officer for library supplies managing vendor accounts andpayments.
  • Coordinates with IT Facilities and Finance departments to resolve technical or operational issues.
  • Serves as a liaison for internal city departments and external organizations.
  • Assists with library budget preparation reporting and financial recordkeeping.
  • Maintains and updates documentation for policies procedures and workflows to ensure institutional knowledge is preserved.
  • Supports hiring processes and onboarding as needed.
  • Ensures compliance with city procurementpolicies.
  • Supports planning and coordination of library-wide programming and outreach events.
  • In the absence of the Director assumes operational oversight and coordinates with city departments to maintain continuity of service.
  • Demonstrated ability to manage logistics and support institutional operations.
  • Ability to communicate effectively with staff city departments and the public.
  • Proficiency in administrative software including spreadsheets scheduling platforms and purchasing systems.
Required Education and Experience
  • Bachelors degree in Library Science Public Administration Business Administration or related field.
  • Minimum of five years experience in library operations or administration including three years of experience in a local state or federal agency.
  • Two years of supervisory or managerial experience.
Certificates Licenses Registrations
  • Valid Texas Class C drivers license or equivalent from any state. (Approximately 10% driving time in City vehicle.)
  • First Aid certification required or must obtain it within 90 days of hire date.
  • CPR/AED certification required or must obtain it within 90 days of hire date.
Preferred Education and Certifications
  • Masters degree in Library Science Public Administration Business Management or related field.
  • Six (6) or more years of experience in library operations or public administration.
  • Three (3) or more years of supervisory experience.

Knowledge Skills & Abilities

  • Knowledge of municipal library administration and operations.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to follow detailed verbal and written instructions.
  • Understanding of contract regulations and municipal purchasing.
  • Ability to communicate with other employees and customers in a courteous and diplomatic manner.
  • Ability to develop and maintain effective working relationships with internal and external customers elected officials boards and commissions.
  • Skill in handling multiple tasks and prioritizing.
  • Ability to analyze situations and respond effectively.
  • Ability to work hours other than the regular daytime schedule including evenings and weekends.
  • Knowledge of methods and techniques related to scheduling work assignments record keeping and report preparation and writing with proper punctuation spelling and grammar.
  • Skill in directing the activities of a complex and diverse organization.
  • Skill in using computers and related software applications.

Physical Demands & Additional Information

While performing the duties of this job the employee is regularly required to stand walk sit use hands to handle and feel items reach with hands and arms climb or balance stoop kneel talk and hear. Specific vision abilities required by this job include close vision distance vision and ability to adjust focus. Must be able to lift or move 50 lbs.
