WHAT YOU WILL BE DOING:

This position works with a variety of local state and federal agencies to guide and coordinate planning and preparation for disasters and other large scale events impacting public health and safety; primarily supports the Search and Rescue (SAR) programs multimodal disaster response aircraft pilots and law enforcement officers in conducting training events outreach to volunteers aerial patrols investigations and evidence gathering through their position as a camera operator and airborne observer during law enforcement operations and SAR events.

This position also supports the Department of Public Safety (DPS) Aircraft Section by performing duties such as general labor and maintenance of facilities and equipment may assist Aircraft Maintenance Inspectors and pilots with general maintenance duties as requested cleaning washing and preparing aircraft to return to the field fueling loading aircraft and performing a wide variety of support tasks as assigned.

THE WORKING CONDITIONS YOU CAN EXPECT:

This position is located and based out of our Fairbanks-based Aircraft Section. Our Fairbanks-based Aircraft Section operates from the airports located within the Golden Heart City of Fairbanks often from Fairbanks International Airport or one of the nearby landing areas.

This position does not offer housing nor does it offer someone living outside of the area paid travel to and from the worksite.

WHAT WE ARE LOOKING FOR:

  • Apply expertise in emergency mitigation planning response and recovery to develop modify and integrate plans for disasters affecting the entire state and crossing international borders and work with local state federal and international agencies to establish cooperative agreements and protocols for requesting and providing assistance.
  • Primarily responsible for the tactical employment of DPS aircraft imaging and recording systems during law enforcement and SAR missions operating an aerial camera system during law enforcement patrols and investigations
  • Liaise with the SAR Coordinators office for identification analysis and course of action development for SAR outreach equipment procurement development of policies procedures techniques and training plans for approximately 800 volunteer SAR workers.
  • Incumbent will perform a wide variety of tasks for the Aircraft Section to include but not limited to washing and cleaning aircraft ground support vehicles fueling vehicles reporting vehicle fleet usage assisting in fueling aircraft general maintenance of equipment and facilities lawn maintenance snow plowing mitigation of slip hazards at facilities loading and unloading aircraft cargo safely towing aircraft foreign object debris (FOD) removal on apron surfaces and safety inspections.
  • Computer skills that enable competent use of web-based tools to obtain pre-flight weather briefings filing of flight plans and flight risk assessments

Three years of experience in the handling and disposal of explosives and/or incendiary devices.
OR
Three years of experience in avalanche control and forecasting.
OR
Two years of experience which includes work such as creating contingency plans conducting exercises to evaluate plans and training responding to events creating civil disruption or environmental disturbance or directing the recovery from such events or mitigating against preparing for responding to or recovering from emergencies disasters or terrorist events. The required experience includes work such as an Emergency Management Specialist 2 with the State of Alaska or the equivalent elsewhere.
OR
Three years of scuba diving experience of which one must be in an instructor or supervisory capacity. Experience may be concurrent.

Desirable qualifications depending on the specialty of the position.

  1. National Avalanche School certificate or National Ski Patrol Avalanche Instruction
    Certificate.
  2. 105mm recoilless rifle certificate.
  3. Advanced first aid certificate.
  4. Journey experience either performing tactical operations using camera systems such as the Wescam MX-10 system or while conducting active and passive surveillance with video still and infrared technologies or activating and operating the digital video recording system.
  5. Recognition as a scuba diver by a nationally recognized scuba diving association
    such as the National Association of Underwater Instructors Professional Association of Diving Instructors or National Association of Scuba Diving Schools.

Selection will be made from those candidates with training and experience appropriate to specialty of position under Personnel Rule 5 02.4-5 unique or unusual circumstances.

Some positions may require possession of a current Commercial Drivers License with appropriate endorsements.

BACKGROUND CHECK
