Job Summary:

The Procurement Professional I is responsible for performing entry-level procurement activities in support of the universitys acquisition of goods services information technology and construction. Working within a centralized campus procurement department and under a limited delegation of purchasing authority the incumbent applies professional procurement concepts to conduct low-risk routine and commodity-based purchases in compliance with state and federal regulations as well as CSU and campus policies and procedures. The position works on smaller projects or programs with minimal supervision on regular assignments and receives direction on new or non-routine work.

Responsibilities:

-Researches prepares and issues informal and routine invitations for bids and requests for quotes to suppliers. Determines and reviews appropriate methods of acquisition in compliance with CSU and campus policy.

-Reviews bids purchase orders and related documentation for accuracy and completeness. May assist in analyzing bids and making award recommendations.

-Conducts basic negotiations on price terms and delivery options for low-risk procurements.

-Reviews market sources to ensure competitive pricing and supplier reliability. Maintains supplier and customer service relationships.

-Evaluates and monitors informal solicitations and non-contract spend for compliance with CSU policies and regulations.

-Other classification-Related Duties as assigned

Minimum Qualifications: Required Education and Experience

  • Equivalent to a bachelors degree in a related field. Related education and/or experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.

Required Qualifications

- Basic knowledge of generally accepted procurement principles.
- General knowledge of pricing cost analysis and risk assessment methods and the ability to apply them.
- Ability to learn interpret and apply policies and procedures relating to procurement activities.
- Skill in performing accurate mathematical computations.
- Demonstrated communication and interpersonal skills to effectively present information to team members and stakeholders.
- Ability to understand and follow written and oral instructions.
- Ability to write reports business correspondence and procedures.
- Ability to clearly communicate information both orally and in writing.
- Ability to effectively present information and respond to questions including requesters suppliers and the general public.
- Organizational skills to plan and prioritize work.
- Skill in establishing and maintaining effective working relationships with all personnel supervisors and suppliers.
- Ability to stay current in procurement trends.
- Ability to address and solve problems from a broad business perspective.
- Computer skills to appropriately use technology and relevant software packages as required.
- Ability to work independently and as part of a team with a customer service-oriented approach.
- Flexibility to adapt to changing priorities and deadlines.

Preferred Qualifications

- Bachelors degree in Business Administration Supply Chain Management or a related field.
- Certification in procurement (e.g. CPM CPPB or equivalent).
- Knowledge of cost/value analysis and vendor relations.
- Experience in public procurement or higher education environment.
- Knowledge of general office procedures methods and practices.
- Ability to communicate clearly in English both in writing and speaking.

During training the incumbent must acquire the following:

- Basic methods and procedures of purchasing.
- The process of competitive bidding as required by the California State Statutes and Codes.
- Writing of routine non-specialized specifications.
- Purchasing of standard items.
- Recording and documenting purchasing activities.

Compensation and Benefits:

Anticipated Hiring Step: Step 1 - $4 570 per month

Classification Salary Steps: Step 1 ($4 570 per month) - Step 20 ($6 658 per month)

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical dental and vision plans membership in the California Public Employees Retirement System (CalPERS) sick and vacation time and 15 paid holidays a year. Position Information:

Work status: Full-time/Non-Exempt/Temporary (up to one year with the possibility of further renewal)

Academic year schedule: Monday through Friday (8:00 am 5:00 pm) some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm) some evenings/weekends.
