Census is a major program delivered by the National Records of Scotland (NRS).Planning for the next census in 2031 has begun and will build on the successes of the census in 2022.

We are looking for 2 skilled and motivated Operations Managers to work collaboratively to manage the design and delivery of our data collection operations.

These roles will require strong management skills and the ability to work well with colleagues across the organisation as well as with external partners. As an Operations Manager you will lead the design and operational delivery for one or more workstream.

Responsibilities
  • Apply lessons learned from previous censuses and user research to support the design of inclusive operational services for Scotlands Census.
  • As a subject matter expert within a multi-disciplinary team work with the Senior Operations Managers to develop and prioritise requirements manage build activities and conduct user acceptance testing.
  • Manage a key area of census operational design (e.g. field force contact centre logistics capture & coding) collaborating closely with statistics and IT colleagues and working in collaboration with UK census partners the Office for National Statistics (ONS) and the Northern Ireland Statistics and Research Agency (NISRA).
  • Understand and use data to prioritise work to drive overall performance make design and delivery decisions and manage risk as part of a wide complex programme with numerous dependencies.
  • Manage and develop an inclusive team.
  • Work in collaboration with colleagues to deploy resources and organise workloads to enable the most effective and efficient delivery of services despite operational challenges.

Experience
  • You should have proven team management skills or develop line management responsibilities in an Operational Delivery team. You will be a role model to colleagues and have excellent communication and coaching skills confidently dealing with and managing people. Helping to prioritise workloads and continuously improve productivity and quality.
