DAYS WORKED: Monday - Friday

HOURS WORKED: 8:00 a.m. - 5:00 p.m.

JOB DUTIES

The City of Farmington reserves the right to hire at either the Project Coordinator or Senior Project Coordinator level depending on experience and qualifications.

ESSENTIAL DUTIES

Follow established safety protocols and policies as set by the Utility and as required for the job at hand. Must embrace and work with a safety first mentality. Attendance at specific safety training will be mandatory.

Works under the general supervision and direction of the Electrical Engineering Construction Project Manager. May receive direction from Electrical Engineers and the Engineering Manager.

The position is responsible for developing and monitoring the Electric Utilitys master Capital Improvement Plan dashboard master outage schedule and any other departmental project and budget tracking processes.

The position will assist in developing the Electric Utilitys Capital Improvement Projects (CIP) project plans utilizing project management tools and techniques as well as departmental internal processes. The position provides support to the divisional and departmental project teams for project initiation planning execution monitoring and closure.

Assist in developing detailed written scopes of work project milestones and deadlines. Define project deliverables and performance metrics.

Coordinate with the project engineer project team contractors and systems operations personnel on outage-dependent work activities.

Analyze and monitor project progress using project data and common project management tools and techniques.

Identify problems make recommendations and adjustments to schedules and budgets as necessary to ensure the successful completion of projects.

Assist in performing risk assessment on projects monitoring risks reporting impacts to project schedules and making recommendations.

Assist in the development and administration of communication plans on projects. Will communicate project status issues and solutions to the project team management and stakeholders as needed.

Maintain accurate project documentation record project details and maintain the organization of project documentation.

Assist in project close-out exercises analyze project metrics and compile lessons learned.

Controls all document exchanges with consultants contractors vendors and the Purchasing Department. Maintains a read-only library of the current version of all available drawings and documents. Receives all drawings and document modifications for entry into the library. Maintains records of all requested documents and verifies their receipt.

NON-ESSENTIAL DUTIES

Become familiar with the overall layout of the entire system throughout the Electric Utilitys service territory.

Develop an understanding of utility capital projects as they pertain to transmission distribution protection/relay communication SCADA and substations.

Develop a general understanding of civil construction within the electric utility which may include concrete foundations ground grids conduit plans steel structures overhead high voltage bus work distribution and transmission structures transformers and other major equipment.

Gain an understanding of GIS AutoCAD internal workflows and asset management platforms their purpose application and function at the Electric Utility.

Gain an understanding of generally accepted public utility and enterprise accounting practices and terminology as it pertains to capital assets and the Federal Energy Regulatory Commission (FERC) Uniform System of Accounts (USOA) guidelines.

Gain an understanding of contracts procurement supply chain and change management processes. Assist in the requisition entry process and may process invoices for payment. Gain experience in departmental software systems used for invoicing tracking asset management or material inventory such as Central Square.

Assist with land or easement acquisition or modifications to existing property documents as needed for capital projects. May need to review or perform research on existing or proposed rights-of-way or easement documents and make recommendations.

Have an understanding of the Electric Utilitys mission and strategic goals to align capital project objectives with the organizational goals.

May serve on various employee committees as required and assigned. Occasional public speaking may be required.

QUALIFICATIONS

This position is subject to the City of Farmingtons Drug and Alcohol-Free Workplace Program. This includes pre-employment testing post-accident testing reasonable-suspicion testing return-to-duty testing and follow-up testing.

Project Coordinator:

Graduated from an accredited university with an Associates degree or higher and two years working as a project coordinator scheduler or other directly relevant experience within the construction engineering energy or electric utility industries or an equivalent combination of education and experience.

Preferred: Certified Associate in Project Management (CAPM) or Scheduling Professional certification (PMP-SP) or similar certification from a globally recognized institution such as the Project Management Institute (PMI).

Senior Project Coordinator:

Graduated from an accredited university with a Bachelors degree in project management construction management engineering or a related program. The Senior Project Coordinator position requires a globally recognized certification as a Project Management Professional (PMP) or equivalent along with a minimum of five years of project management experience in an electric utility municipally owned and controlled division or enterprise. Ten years of proven experience in a project management role in other industries may be substituted for the electric utility experience requirements listed above.

In both cases:

Demonstrate ability to work autonomously and collaboratively within cross-functional project teams and on complex cross-organizational projects requiring numerous varied resources.

Have extensive experience in the use application and manipulation of industry-recognized project management software or platforms.

Have experience developing complex project schedules and shown expertise in working with cross-functional teams.

Have a record of successfully completing short- and long-term projects using a variety of project management methods.

Demonstrate knowledge and experience in project management methodologies for project planning to include but not limited to work breakdown structures (WBS) duration estimations cost tracking and resource allocation.

Demonstrate knowledge and experience in project management methodologies for data analysis such as Critical Path Methodology (CPM) Gantt Charts Earned Value Management (EAM) forecasting cost-benefit analysis (CBA) estimations and other similar methods.

Ability to work in a fast-paced environment under stress and handle stressful situations the ability to meet tight deadlines and the flexibility to adapt to an ever-changing environment.

Demonstrate ability to communicate with others orally and through written media both individually and in a team environment.

Demonstrative ability to assess complex risks assign probability and severity and develop contingency plans on projects.

Must possess the ability to establish and maintain effective working relationships with co-workers supervisors contractors and other outside entities and the public.

Be willing to accept assignments in all phases of Electric Utility operation for the purpose of developing a well-rounded background.

Have the ability to follow the direction of supervisors. Ability to follow verbal and/or written instructions. Have the ability to prioritize requests from multiple sources.

Have a current New Mexico drivers license or the ability to obtain one within 60 days.

Ability to do limited traveling and field work.

An extensive background check is required.

TOOLS AND EQUIPMENT USED

Microsoft Suite Google Suite Internet browsers project management software AS/400 and Central Square databases and FileBound.

Able to use printers plotters scanners large format printers and scanners and other input/output devices telephones and mobile phones radios and city vehicles and other related office equipment.

PHYSICAL DEMANDS

Must be physically capable of moving about active construction work sites.

The employee must occasionally lift and/or move up to 35 pounds. Employee will be viewing computer screens for several hours at a time.
