Supervises managers and outreach and engagement staff; schedules and directs work performs orientation coordinates training and quality assurance activities recommends personnel actions such as selection evaluation promotion etc.
Responsible for reaching the units identified performance indicators and quality improvement goals and objectives and reporting on results.
Assists in developing policies procedures and protocols necessary to carry out unit activities.
Assist Director with the preparation of budgets and quarterly reports.
Assist Director in ensuring that all contract requirements are met.
Provide oversight of program contracts to ensure successful implementation coordination of client services achievement of program performance measures and evaluation of services provided.
Ensure projects are in compliance with contracts partnership agreements and all other funding requirements program goals and stakeholder expectations.
Operate as the primary contact person for all program matters.
Staff Support & Development
Provide direct supervision of managers.
Ensure effective planning and scheduling of staff workload and assignments.
Conduct supervision meetings.
Provide regular and appropriate feedback for promoting opportunities for professional growth verbal and written improvement plans when needed and regular evaluations.
Community Engagement
Build relationships and collaborate with CES community substance abuse and mental health providers to ensure seamless referrals and services.
Creatively use and develop community resources to brokers and link clients to services.
Attend and present at community and other meetings when appropriate.
Documentation
Maintain documentation standards as set forth by the program contract and LAHSA policies.
Ensure HMIS data entry and accuracy.
Prepare reports for the department director as requested.
Assists with quarterly and annual audits as contractually mandated.
Knowledge Skills & Abilities
In-depth knowledge of homeless populations systems and programs including HUD/HEARTH federal policy and program guidelines.
Knowledge of complex public systems of care for the homeless population.
Knowledge of coordinated entry system for the homeless.
Knowledge of relevant research on the homeless and evidence-based practices for homeless systems and interventions.
Ability to manage multiple projects and ensure deadlines are met. Candidates should possess knowledge of best practice models for assisting homeless people with varying degrees of needs/conditions and have a strong understanding of contractual requirements/compliance and applicable performance measures.
Perform other duties as assigned.
Training & Experience
Minimum of six (6) years experience working with homeless populations.
Minimum of four (4) years experience managing staff and managing/supervising/directing a social service program that serves the homeless population.
Must have experience working with a wide range of homeless and social service providers City and County Departments and Elected Officials and the ability to maintain those professional relationships.
Bachelors Degree from an accredited College or University is desired with a minimum of six (6) years of experience in Human/Social Services in a director supervisory or leadership capacity.
Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
License Requirement
A valid California Class C drivers license is required at the time of hire. Employees must have a good driving record for a minimum of three (3) years.
