Our Communities Connected for Kids Program provides services for children and families in the child welfare system to ensure a community without abuse neglect and abandonment. Based out of Port Saint Lucie FL this position is responsible for supervising the Eligibility team which monitors obtains maintains and processes client information to determine eligibility for federal reimbursement and to determine Medicaid and adoption eligibility. This position handles the following job responsibilities and skills:

Manages the email box delegates new cases case issues and new tasks to Eligibility Staff.
Obtains appropriate case documentation (i.e. court orders court reports) correspondence CIC packet documentation birth certificates social security cards household income verification etc. for completing initial application and annual reevaluation determinations for continued eligibility of clients for Federal funding and for maintaining compliance.
Completes appropriate applications in FSFN for Medicaid and Title IV-E Eligibility for all children in out-of-home care; submits to Economic Self Sufficiency (ESS) for benefit activation by the Child in Care (CIC) Specialist. Ensures appropriate notification to ESS when a childs circumstances change via FSFN.
Reviews completed Title IV-E Federal Monitoring Tool for each child in out of home care; approve Title IV-E module in FSFN when completed by Eligibility Specialist.
Completes Medicaid applications for children that have reached permanency by adoption.
Provides case management and Protective Investigators (PI) a Letter of Assurance so medical needs can be immediately addressed before Medicaid is issued.
Enrolls new children in care into the Sunshine Child Welfare Specialty Plan and MCNA Dental Plan and other plans as requested for childs special needs.
Resolves outstanding medical bills with billing provider; submit check requests to Finance if CCKids is financially responsible.
Completes Florida ACCESS applications to assist caregivers caring for dependent children to obtain cash assistance.
Monitors client eligibility determination by utilizing Metric Mail notifications and submits changes in the FSFN system as needed.
Maintains open communication with PI and Case Managers responsible for supervising children in care obtains information on income household composition and family resources to determine eligibility.
The Eligibility staff receive TANF forms from PI/Case Management and review for accuracy and completion. Upon receipt of accurate TANF form eligibility staff will ensure income and asset information is entered in the FSFN modules. Other income sources will be entered into FSFN as needed to ensure income limitations are accurately weighted for ongoing determinations.
Downloads monthly TANF due report from FSFN and submits to case managers
Assists Case Management with eligibility documentation required when a case is referred to the adoptions unit or when an ICPC is due to occur in the future.
Regularly logs into uRefer system to ensure outstanding CBHA referrals have active Medicaid numbers inputted correctly for each child. Once confirmed and/or updated approves or denies all referrals using staff discretion.
Refers children who may meet Social Security benefits to Master Trust Specialist.
Reviews organizes and maintains pre-adoption files submitted by Adoption Case Managers. Process MAS agreements as needed; update FSFN placements and non-placement services; communicate with Adoption Case Managers on case assignments and finalizations. Sign completed files as reviewed and completed prior to staff scanning in FSFNs post-adoption case.
Creates invoices in FSFN to issue payment to contracted lawyers who facilitate adoption finalization proceedings on behalf of CCKids clients.
Updates Kronos system for employee timecards; enters Medicaid hours reported by staff on a weekly basis.
Attends monthly Finance and Eligibility Committee conference calls; disseminates information to the team in an appropriate manner.
Manages Eligibility Specialists their work and performance including regular and ongoing supervision sessions; completes and performs annual performance evaluations.
Weekly debrief with Director of Finance on RevMax processes procedures workarounds successes and deficiencies.
Prepares and submits the annual Federal Monitoring Plan due to DCF as well as subsequently conducting case reviews and writing the Federal Monitoring Report.
Facilitate and attend staff meetings in-service training and other meetings staffings or conferences as scheduled by the Director of Finance or training department.

Qualifications

EDUCATION:


: Bachelors degree in human services social work or related field from an accredited school or university.
Preferred: Masters degree in human services social work or related field from an accredited school or university.

EXPERIENCE:


: Experience in a nonprofit organization accounting or financial background experience in child welfare RevMax Medicaid and FSFN experience required
Preferred: Experience in a supervisory role. Experience leading a team.
