Job Summary:

This position is located within the Administrative Office of the Wisconsin State Laboratory of Hygiene (WSLH). The WSLH serves as the Public Health Laboratory for the State of Wisconsin providing testing and consultation services in the areas of clinical health diagnostic and surveillance environmental health monitoring and occupational health monitoring and consultation. The Building Services Manager (BSM) oversees building and facilities operations for the WSLH across four different locations in the Madison area. The BSM works closely with WSLH executive leadership management and staff to support facility safety environmental and compliance needs and requirements across the WSLH.

The primary responsibilities of the individual in this position include but are not limited to the supervision of support staff specimen and package receiving and delivery services management of building and maintenance projects monitoring of building system performance and the coordination of emergency response activities such as tornado and fire drills. The individual in this position must be able to assist Building Services staff and cover tasks assigned to support staff in each of the areas when needed. Overall this position leads strategic initiatives relative to space and lab needs within the WSLH and works with counterpart positions at other laboratory and UW-Madison campus buildings. This position is responsible for managing activities for all WSLH buildings including on and off the UW-Madison campus.

The employee in this position is expected to: Demonstrate exceptional customer service by establishing and maintaining effective professional relationships with other colleagues supervisors and all customers and partners. Demonstrate excellence working as part of a team and with a wide variety of staff toward a common goal. Provide constructive feedback for the purpose of continuous improvement in a manner that is supportive of the WSLH and its mission. Use effective team skills to contribute to the efficient operation of the work unit. Present ideas carry out assignments and provide information as required. Participate in continuous learning through professional development activities.

This position is a supervisory position and reports to the WSLH Associate Director for Clinical Testing Services. Due to the responsibility of building management occasional weekend hours may be necessary in the event of mechanical failure or extreme weather events that could potentially cause heat or cold issues. The person in this position must be able to walk and otherwise be on their feet for one to four hours of any given day (approximately two to four days per week). The person in this position must be able to lift up fourty (40) pounds as needed (approximately twice
per week).

Key Job Responsibilities:

  • Directs day-to-day operations of the unit to provide technical advice problem solving assistance and unit goals and policy interpretation - 20%

  • Identifies proposes and implements new or revised unit operational policies and procedures - 5%

  • Implements and evaluates existing strategies and objectives for building and grounds operations and makes recommendations to unit leadership for program or function enhancement - 30%

  • Schedules logistics and secures resources for program activities across multiple work units to ensure optimum efficiency and compliance with appropriate policies procedures and specifications - 30%

  • Exercises supervisory authority including hiring transferring suspending promoting managing conduct and performance discharging assigning rewarding disciplining and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees - 10%

  • Monitors the unit budget and approves unit expenditures - 5%

Compensation:

Negotiable based on experience and qualifications.

Qualification:

Minimum three years of experience in mechanical systems laboratories or other academically-oriented infrastructure is required; with five or more years preferred. Experience supervising staff in a professional laboratory or academic setting is preferred.

The successful applicant will have knowledge of the wide range of services provided by the Wisconsin State Laboratory of Hygiene (WSLH) and the operations related to these services. The successful candidate will have experience with and knowledge of campus operations related to infrastructure mechanical electrical pneumatic systems heating cooling and ventilation systems within a complex laboratory setting as well as general custodial services. Ability to work with diverse groups of laboratory testing management and staff and support staff across departments is important.

Education:

Preferred minimum: Bachelors degree with a major in natural or physical sciences or environmental or public health-oriented disciplines. Preferred degree in the following: mechanical electrical or similar engineering fields building design landscape architecture or similar discipline.
