Job Summary

Summary Statement

An incumbent is responsible for the operational oversight within the Delaware Judiciary as part of the Administrative Office of the Courts Office of State Court Collections Enforcement. The position oversees the judiciarys centralized payment processing centers and centralized bank deposit transports for our Judicial partners; provides guidance and completes annual Payment Card Industry (PCI) Compliance reviews for statewide judicial credit card operations; assists with the review of Legislative bill inquiries from a financial impact; oversees the agency State Tax Refund/Lottery Winning intercept program; provides guidance assistance and handles official inquiries on specialized collections for interactions with the Courts Legislators and Public.

Preferred Qualification

Applicants that do not possess these preferred qualifications will still be eligible for the position if they are certified and possess the required knowledge skills and abilities listed in the Essential Functions section.

  • Knowledge of State and Federal Collection Laws (i.e. FCRA; FDCPA; GLBA)
  • Knowledge of PCI-DSS Compliance Requirements (currently version 4.0.1)

Essential Functions

Essential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive incumbents can complete job duties of similar kind not specifically listed here:

  • Provide oversight and assistance to Judicial Payment Centers statewide (currently 4 locations).
  • Provide centralized deposit transports for all judicial partners and in coordination with Capitol Police.
  • Provide oversight to the Judicial Payment Kiosk program (currently 9 locations).
  • Provide assistance with Legislative inquiries and proposed legislation as to the effects of judicial receivables.
  • Assist judicial partners with special projects and account portfolios as needed.
  • Oversee and maintain the agencys State Tax Refund/Lottery Winnings Intercept program.
  • Identify coordinate corrective actions and assist with implementation of policies procedures and systems changes to improve the efficiencies of the agency and Judiciary.

Job Requirements

Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. One year experience in completing credit card operations review in accordance with PCI Compliance regulations
  2. One year experience in building and maintaining an agency budget
  3. Two years experience in debt collection in accordance with federal and state laws rules and regulations.
  4. Two years experience in enforcing compliance with laws rules regulations standards policies and procedures.
  5. One year experience in providing testimony before boards commissions administrative bodies or court officials.
  6. One year experience in narrative report writing.
  7. Possession of a valid Drivers License (not suspended revoked or cancelled or disqualified from driving).

Conditions of Hire

  • A satisfactory criminal background check is required as a condition of hire.
