This is a remote position.
is currently seeking a full-time Payroll and Compliance Coordinator for one of our partners in the electrical construction this position you will manage weekly payroll processing ensure compliance with California labor laws and union standards maintain critical documentation for projects and coordinate all insurance and subcontractor compliance requirements while supporting employee onboarding and technology administration.
Responsibilities
- Execute weekly payroll operations for both field and administrative staff while maintaining accuracy timeliness and adherence to prevailing wage laws certified payroll standards and DIR compliance
- Liaise with union representatives to process monthly payroll submissions benefits payments and fringe benefit reports
- Keep comprehensive payroll documentation in accordance with NECA/IBEW requirements state regulations and federal employment standards
- Update and manage personnel files for new employees terminations and employment status modifications
- Verify adherence to wage and hour laws and reporting obligations for public works and union workforce requirements
- Balance payroll costs and withholdings in coordination with the accounting team
- Keep current all compliance records necessary for electrical contracting operations including licenses DIR credentials workers compensation coverage and liability insurance
- Oversee subcontractor compliance file management including insurance certifications tax forms DIR credentials and safety documentation with regular updates
- Establish and maintain structured electronic and physical filing systems in line with retention policies
- Monitor renewal deadlines for organizational licenses credentials and insurance coverage to ensure timely processing
- Prepare and file documents for regulatory audits safety inspections and workforce programs
- Act as primary liaison with insurance carriers for liability workers compensation vehicle and surety bond matters
- Facilitate insurance policy renewals compliance audits certificate requests and claim processing
- Confirm that subcontractor and project insurance requirements remain valid and meet specifications
- Support management in revising and maintaining organizational policy manuals and administrative procedures
- Keep current all standard forms document templates and internal reference materials
- Assist management with audit preparation regulatory compliance documentation and funding program reports
- Facilitate new hire and exit processes ensuring all required paperwork credentials and safety orientations are completed
- Organize and monitor compliance training safety courses and professional development programs
- Configure technology resources for new team members including mobile devices email systems software platforms and database access
- Administer offboarding protocols for exiting employees including account deactivation equipment collection and access removal
- Track all organizational property including mobile devices computers tablets and access credentials with proper documentation of returns
- Partner with the Director of Operations to enhance operational systems for improved efficiency and data integrity
Requirements
At least 3 years of professional experience in payroll processing compliance management or human resources administrationideally within electrical contracting or unionized construction settings
Comprehensive knowledge of California employment regulations public works requirements certified payroll processes and union workforce reporting
Demonstrated experience with NECA/IBEW payroll systems and benefits reporting procedures
Working knowledge of PowerClerk DIR platforms and public works compliance reporting tools
Advanced skills in payroll and accounting software (QuickBooks ADP or equivalent) and Microsoft Office applications
Strong capabilities in accuracy organizational management and maintaining confidential information
Preferred Qualifications
- Background working with NECA-member electrical construction companies
- Familiarity with LMCC and additional labor-management reporting platforms
- Proven track record in managing human resources regulatory compliance and policy record-keeping systems
- Working knowledge of union benefits administration and fringe benefit payment procedures
