What We Offer
The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range an employee within this position will also be eligible for the following:

  • Merit Increases New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2080 hours (approximately one year) from the initial merit increase.
  • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree 3.5% for completion of a bachelors degree OR 5% for completion of a graduate degree.
  • Bilingual Incentive Based on agency need proficiency levels by exam are $.69 per hour (Level I) $1.00 per hour (Level II) or $1.32 per hour (Level III).
  • Vacation Accrual New regular full-time employees shall accrue approximately 14 days of vacation a year for the first 10400 hours or 5 years of service; vacation accruals increase atand 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
  • Vacation Leave Redemption After 14560 hours of continuous County service an employee may elect to cash in or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
  • Sick Leave - Full time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
  • Deferred Compensation - Eligible to participate in the Countys 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
  • Health PlansFull time employees are given a flexible credit allowance of up to $23530 annually to offset the purchase of medical dental and/or vision insurance for you and your dependents.
    • Employee only - $509 per biweekly pay period
    • Employee plus one dependent - $779 per biweekly pay period
    • Employee plus family - $983 per biweekly pay period
  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical dental and vision care and/or dependent care expenses.
  • Pension Plan - Participation in the Countys defined benefit pension plan which has reciprocity with CalPERS.
  • Holidays - 12 paid days per year which includes a scheduled floating holiday.

Under immediate (I) or general (II) supervision performs specialized complex technical law enforcement records functions in Criminal Records or other divisions within the Sheriffs Office.

Distinguishing Characteristics:Sheriffs Records Technician I (SRT I) is an entry-level classification and incumbents receive instructions training and experience in Criminal Records. Incumbents are expected to perform increasingly responsible work and depending on assignment are eligible for advancement to the Sheriffs Records Technician II (SRT II) after successfully completing probation and one year of successful performance as an SRT I in Criminal Records. SRT II is the full journey-level classification and can effectively perform the full scope of to SRT II requires extensive training in multiple specialized computer systems in order to provide technical information. These positions have a definable body of knowledge and skills which exceed those required by SRT I and are not normally learned on the job in a brief period of time. Advancement to SRT II requires thorough knowledge of multiple automated criminal justice telecommunication systems and subsystems departmental procedures the criminal justice system and frequent use of independent judgement. The level of responsibility is such that errors may be serious.

PAYROLL TITLES AND APPROXIMATE SALARIES
Sheriffs Record Technician I: $21.00 to $27.95 per hour
Sheriffs Record Technician II: $22.60 to $31.64 per hour

VETERANS POINTS: The Sheriffs Records Technician I is an entry level classification and Veterans Points may apply to eligible applicants. Documentation of military service (DD-214) must be submitted prior to close of recruitment in order to receive points.

AGENCY/DEPARTMENT: Ventura County Sheriffs Office / Criminal Records Bureau

Sheriffs Records Technicians are represented by Service Employees International Union (SEIU) and are eligible for overtime compensation.

Examples Of Duties

Duties may include but are not limited to the following:

  • Receives and examines crime incident arrest missing/runaway person property vehicle citations and other officer written reports for completeness accuracy and compliance with legal requirements; corrects documents or contacts law enforcement personnel for corrections;
  • Enters confidential law enforcement information into federal (NCIC) and state (CLETS) databases; adheres to federal and state entry and time mandates;
  • Enters and recalls warrants from federal and state databases; adheres to entry accuracy and timeliness;
  • Prepares and reviews court packets;
  • Responds to requests for information from officers in the field regarding suspects with an active warrant;
  • Receives reports of stolen vehicles missing persons stolen or lost property repossessions and restraining orders; enters information intoVCJISandCLETSsystems;
  • Researches and responds to Hit Confirmation requests for all entries in the federal and state databases;
  • Assists the general public by researching and responding to public inquiries for law enforcement records;
  • May perform fingerprinting;
  • Maintains current knowledge of laws regarding records information cases laws and regulations that impact work; and
  • Performs other duties as assigned.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on the eligible list.

EDUCATION TRAINING and EXPERIENCE:Someeducation and experience that has led to the acquisition of the required knowledge skills and abilities. The required experience can be obtained by:

SHERIFFS RECORDS TECHNICIAN I:One and one-half (1½ ) years of general clerical experience.

SHERIFFS RECORDS TECHNICIAN II:One (1) year of experience as a Sheriffs Records Technician I with the County of Ventura or an equivalent position with a comparable law enforcement agency or criminal justice agency.

NECESSARY SPECIAL REQUIREMENT

Must be willing and able to work rotating 12-hour shifts including nights weekends holidays and requires the wearing of a uniform. Applicants who fail to indicate their ability to work rotating 12-hour shifts nights weekends and holidays will not continue in the process.

The successful candidate will be required to pass a thorough background investigation conducted by the Sheriffs Office Background Unit which includes a polygraph and medical examination.

Some knowledge of: modern office practices and procedures; alphabetic and numeric filing rules and systems; proper English spelling and grammar; and basic math and cashiering.

Ability to: learn and apply policies and procedures related to records processing and maintenance; check and compare documents for accuracy and completeness; learn and apply federal state and local laws pertinent to criminal records; learn new and upgraded computer systems; enter access retrieve update and change information in automated systems; operate standard office machines telecommunications equipment photo imaging equipment armband machines and various printers; establish and maintain effective working relationships with co-workers sheriffs representatives from other governmental departments and agencies sworn personnel and members of the general public; maintain confidentiality; remain calm and make rational decisions in hostile or emergency situations; communicate clearly and concisely both orally and in writing; maintain accurate records; perform highly detailed work accurately and completely; and follow oral and written instructions.

Skill in: the operation of office equipment computer keyboard and mouse.

Sheriffs Records Technician II
Some knowledge of: modern office practices and procedures; alphabetic and numeric filing rules and systems; proper English spelling and grammar; and basic math and cashiering.

Thorough knowledge of: applicable federal state and local laws codes and regulations including the Public Records Act; criminal or inmate records management; law enforcement terminology; automated law enforcement information systems and procedures; and methods and techniques for record keeping.

Thorough ability to: learn and apply policies and procedures related to records processing and maintenance; check and compare documents for accuracy and completeness; learn and apply federal state and local laws pertinent to criminal records; learn new and upgraded computer systems; enter access retrieve update and change information in automated systems; operate standard office machines telecommunications equipment photo imaging equipment armband machines and various printers; establish and maintain effective working relationships with co-workers sheriffs representatives from other governmental departments and agencies sworn personnel and members of the general public; elicit information from inmates who are hostile or under the influence of drugs and/or alcohol; read and apply policies and procedures related to receiving and releasing inmates; comprehend and apply court orders and documents; maintain confidentiality; remain calm and make rational decisions in hostile or emergency situations; communicate clearly and concisely both orally and in writing; maintain accurate records; perform highly detailed work accurately and completely; and follow oral and written instructions.

Skill in: the operation of office equipment fingerprinting photo imaging and armband machines; computer keyboard and mouse.

Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of six (6) months.

The eligible list established from this recruitment may be used to fill future Regular (including Temporary and Fixed-term) Intermittent and Extra Help vacancies for these classifications throughout the County. There are currently two (2) Regular Full-Time vacancies within the Criminal Records Bureau.

NOTE: If appointed at the lower level incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements demonstrating satisfactory performance and in accordance with the business needs of the department.
