Job Summary


The Joint Intelligence and Security Division (JISD) under the leadership of the Assistant Secretary General for Intelligence & Security (ASG-I&S) comprises two principal pillars: Intelligence - headed by the Deputy ASG for Intelligence (DASG-I); and the NATO Office of Security (NOS) - headed by the Deputy ASG for Security (DASG-S).
The Intelligence pillar is responsible for ensuring the situational awareness of the North Atlantic Council (NAC) and the Military Committee (MC) for the analysis of the indications and warnings in support of the NATO Crisis Response System and for the development of intelligence policies and capabilities for NATO. Its functional areas address intelligence analysis and production intelligence policy and capability development. The Intelligence Production Unit (IPU) comprised of both military and civilian personnel supports the NAC MC and senior level decision makers on strategic issues of concern with intelligence based analysis briefings and written products.
The JISD/IPU Production Support Office (PSO) is tasked with overseeing and implementing analytical tradecraft standards training the analytical workforce engaging with stakeholders and contributing to overall policy requirements of the IPU. The PSO includes a team of intelligence editors tasked specifically with but not limited to editing and language checking IPU intelligence products ensuring compliance with NATO Intelligence Enterprise tradecraft standards and the IPU Directors guidance on writing styles.
The PSO editing team is also expected to provide analytic content advice to Branch Heads and analysts requiring specific knowledge on NATO problem sets analytic lines and tradecraft standards. The Intelligence Editing Coordinator is primarily assigned to support the Russia and Belarus Branch and Eastern Neighbourhood Branch. The incumbent is required to have good knowledge of political economic and military topics related to the Russian Federation Belarus Ukraine Moldova the South Caucasus and Western Balkans.
The Intelligence Editing Coordinator supports the production of accurate and timely intelligence in accordance with JISD objectives. The incumbent has multiple duties including prioritisation of editing tasks on the spot allocation of resources editing intelligence analysis contributing to analytic production and providing analytical tradecraft training to IPU analysts.
The Intelligence Editing Coordinator is expected to prioritise editing efforts in conjunction with the IPU Production Manager and the Deputy Director JISD/IPU deliver timely products and assessments coordinate assessments with Branch Heads and analysts edit content and deliver briefings. The role requires a good understanding of the NATO intelligence enterprise close coordination with JISD/IPU colleagues liaison with NATO intelligence staffs across the ACO and an ability to identify and fuse relevant products. The position also requires excellent writing and research skills.
The Intelligence Editing Coordinator is expected to organise and provide in conjunction with the IPU Production Manager the in-house writing training for IPU analysts and intelligence analysts from National Services or other intelligence bodies as required. The trainings cover intelligence analysis methodology the IPU writing style and tradecraft standards as well as the correct use of IPU templates.


2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:

Possess a degree from a university or from an institute of recognised standing
Be an active member of an Allied nations intelligence service Allied security service or work within the NATO Intelligence enterprise (including the NIFC) with at least 3 years of experience in intelligence matters
Possess strong writing and editing skills
Demonstrate expert-level writing and analytic skills
Very strong communication skills and experience developing and delivering intelligence products to senior leaders
Demonstrate experience and capacity to work with other analysts establish networks amongst Allied intelligence services and to be able to reach out successfully for support
Demonstrate the ability to edit and present clear and concise intelligence updates on complex issues
Demonstrate knowledge and understanding of NATO security concerns and intelligence priorities; demonstrate understanding of threats affecting NATO from different strategic directions
Have a proven track record of providing intelligence analysis related training
Be acquainted with the structure organisation and functions of the Alliance and NATO HQ
Be able to adapt quickly to working in a fast-paced international environment with the confidence to manage senior leader expectations under pressure
Be prepared to work outside normal office hours including at short notice
Possess the following minimum levels of NATOs official languages: (English/French): V (Advanced) in one; and I (Beginner) in the other.

DESIRABLE
The following would be considered an advantage:

Flexibility and broad experience that would enable the incumbent to fill in/cover for colleagues with different portfolios
Advanced skills with MS PowerPoint graphics and other presentation tools
Experience working in or closely with an International Organisation
Experience with NATO and/or NATO intelligence work
Security clearance to NATO CTS or national equivalent


3. MAIN ACCOUNTABILITIES
Planning and Execution
Align editing training tradecraft and supporting IPU production. and other requirements as needed.

Policy Development
Contribute to the development and implementation of relevant courses of action to mitigate strategic threats to NATO through the timely editing/completion/presentation of Intelligence products.

Stakeholder Management
Manage demands for editing from leaders under pressure balancing demands with a realistic explanation of intelligence capability insight and resources available. Prioritise workload to support timely senior leadership awareness understanding and decision making. Manage stakeholder relations with allied intelligence services and NATO Intelligence Enterprise interlocutors.

Knowledge Management
Analyse and assess content of Current Intelligence and Situational Awareness briefings to NATO senior leaders in order to ensure accurate information informs timely decision making and threat mitigation.

Organizational Efficiencies
Provide constructive suggestions to improve office procedures. Find ways to be faster better and more effective in managing information and using office tools. Coordinate the development of best practice and Standard Operating Procedures (SOPs) within the JISD/IPU.

Perform any other related duty as assigned.


The incumbent will be reporting directly to the JISD/IPU Production Manager in fulfilling all duties associated with the delivery of quality Intelligence products and executive-level support. They work in close coordination with SHAPE J2 the JISD/IPU and the NATO HQ Situation Centre (SITCEN).

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisations need to carry out its tasks as mandated by the Nations in a changing environment for example by maintaining the flexibility necessary to shape the Organisations skills profile and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract which may be renewed for a further period of up to 3 years. However according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATOs member States a 3-year definite duration contract will be offered which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE:Irrespective of previous qualifications and experience candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic and will not normally take place during the first three years of service in the post.
Under specific circumstances serving staff members may be appointed directly to the higher grade and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
