Summary
The Fire and Life Safety Manager (Campus Fire Marshal) manages the University of Colorado Colorado Springs (UCCS) fire and life safety programs within the Division of Emergency & Safety Services. This position provides leadership and expertise in fire prevention inspection and testing of fire protection systems construction and renovation plan review system troubleshooting life safety education and program oversight. The role works closely with Project Design & Construction (PD&C) the Colorado Springs Fire Department (Authority Having Jurisdiction) UCCS Department of Public Safety contractors and other stakeholders to ensure that campus projects and facilities meet all applicable fire and life safety codes and standards. Beyond compliance this position emphasizes collaboration creative problem-solving and partnership. The Fire and Life Safety Manager is expected to work with the campus community to find practical solutions provide guidance on requests and support innovation while maintaining safety. The role balances regulatory requirements with the needs of a dynamic academic environment helping departments achieve their goals safely and effectively. As the universitys primary resource on fire and life safety the position coordinates compliance with federal state and local requirements provides technical guidance to reduce risks of accidents injuries and property loss and manages assigned safety programs such as confined space entry ladder and fall protection and AED management. This position also supports outreach and education efforts to build a culture of fire and life safety awareness on campus. Responsibilities require frequent site visits to construction and renovation projects inspections of campus facilities and collaboration with campus partners and external agencies.
Essential Functions
The duties and responsibilities of the position include but are not limited to:
Manage the UCCS Fire & Life Safety Program ensuring compliance with federal state and local codes.
Serve as the universitys liaison with the Colorado Springs Fire Department and other agencies.
Develop and revise policies procedures and reports related to fire and life safety.
Oversee Inspection Testing and Maintenance (ITM) schedules for fire protection systems including alarms sprinklers clean agents hydrants extinguishers and kitchen hood suppression systems.
Oversees fiscal responsibilities for the Fire & Life Safety Program including managing the budget processing invoices and seeking appropriate approvals for funding related to inspections testing maintenance and necessary repairs.
Troubleshoot Simplex and Notifier fire alarm systems sprinkler impairments and other system malfunctions.
Review and approve requests for system outages impairments haze and hot work permits.
Maintain accurate records and documentation of ITM activities.
Work closely with Planning Design & Construction and external contractors on new builds and renovations.
Review plans provide technical expertise and monitor projects for compliance with fire and life safety standards.
Oversee contractor and vendor activities related to fire and life safety systems.
Develop and deliver training programs workshops and outreach to students faculty and staff.
Promote a culture of fire prevention safety and preparedness on campus.
Pursue and maintain certification as a Fire & Life Safety Educator I (Colorado Risk Reduction Network preferred).
Manage assigned safety programs including:
Confined Space Program (permitting training monitoring).
Ladder & Fall Safety Program (training compliance inspections).
AED Program (deployment inspections maintenance and training).
Coordinate with Facilities EH&S and Risk Management to ensure compliance with applicable regulations.
Conduct fire and life safety inspections of campus facilities identifying deficiencies and recommending corrective actions.
Respond as the primary contact for non-emergency system trouble alarms.
Provide after-hours response when systems require immediate intervention or inspection.
Support Emergency Management and EH&S during campus incidents.
