The Food and Energy Assistance Division is responsible for the administration of several major Federal programs such as the Supplemental Nutrition Assistance
Program (SNAP) Electronic Benefit Transfer (EBT) program Food Distribution Programs (FDP) the Summer Electronic Benefit Transfer (S-EBT) program and the Low
Income Energy Assistance Program (LEAP) and associated support systems and subprograms that address food and energy needs for a state-run
county-administered system this unit is responsible for the oversight of county operations. The Research Evaluation and Data team exists to support the Supplemental Nutrition
Assistance Program (SNAP) in reporting data analysis and interpretation program evaluation and process improvement to ensure the accurate and timely delivery of
benefits program equity and integrity. Additionally the team is integral in supporting and pursuing interagency and external partnerships to further cross-enrollment efforts
to address food insecurity needs and access to social and healthcare services to help Coloradans achieve economic security and independence.
The Research Evaluation and Data team provides direct support to the following units within the Division: SNAP Policy SNAP Compliance SNAP Outreach SNAP Ed.
Electronic Benefits Transfer (EBT) Automation and Food Distribution Program. The team also represents SNAPs interest by providing program-specific data sharing
guidance and technical assistance to support the States Strategic Interoperability Plan working in partnership with the 64 Colorado counties Health Care Policy &
Finance (HCPF) Colorado Department of Public Health and Environment (CDPHE) and the Governors Office.
The team produces and maintains reporting platforms to ensure the distribution of resources to assist counties with case management and performance monitoring.
The unit is also responsible for ensuring compliance with Federal Reporting and Disclosure requirements.

This position is a staff authority and pacesetter who has a unique level of technical expertise in SNAP Quality Assurance data reporting systems and analytical applications
for the Department specifically with the combination of multiple data systems to include the Rushmore Case Review System and Colorado Benefits Management System.
EBTedge and Quality Control QSC system. Overall the position exists to support the Divisions policy and programming decisions related to SNAP eligibility data and
performance metrics of Application Processing Timeliness (APT) Recertification Processing Timeliness (RPT) Payment Error Rate (PER) and Case and Procedural Error
Rate (CAPER). The staff authority directly influences management decisions beyond the agency such as Office and Division Directors various internal program managers
staff from the Strategic Operations and Solutions (SOS) team and the Food and Nutrition Service of the United States Department of Agriculture. This position
accesses SNAP performance data from many data systems and designs and builds statewide data reporting systems which have a transformative impact on how the
Division is able to assess and manage performance at the Executive Management level at the program level and at the county level. This position represents the
Division/CDHS and shares department data at various external meetings and other venues as the position manages SNAP performance data by designing
implementing maintaining and ensuring data security accuracy and integrity and operates across data systems efficiently and effectively. This position is responsible
for using SQL to reference and to integrate data extracted from DSS01 FIS database(EBT edge) federal QCS database Rushmore Case Review System data and other
source systems to facilitate analysis and improve operational efficiency and decision-making. This position also develops methods for tracking program information and capturingoutcome data for evaluation in a visually understandable context using dashboards Tableau and other complex software.

Experience Only:
Seven (7) years of relevant experience in conducting data management data reporting and data analysis including analysis of large complex relational databases data extraction and manipulation.Must be able to read and write SQL code (minimum 2 years professional experience or equivalent education). Three years of experience in performance management measurement development and dissemination. Must exhibit strong presentation and communication skills.
A combination of related education in Computer Science Information Management Public Health Economics Public Policy Research and Methodology Statistics Mathematics and/or relevant experience in conducting data management data reporting data analysis (including: analysis of large complex relational databases data extraction and manipulation) performance management measurement development and dissemination equivalent to 7 years.Must also be able to read and write SQL code (minimum 2 years) and exhibit strong presentation and communication skills

Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
