Purpose:
To allow qualifiedolder adult citizens and veterans to perform work for the Town and receive aproperty tax abatement for the home in which they reside.
To enhanceservices by utilizing the skills of citizens age sixty-five (65) and older andveterans in various departments throughout the town.
EligibilityRequirements:
For Older Adults:
Applicant must be 65 years of age as of July 1of the year of application.
Mustown and occupy a home in Duxbury as the primary domicile as of July 1 of theyear of application.
Applicantmust have been a Massachusetts resident for the preceding five years.
If home is held in a trust the trust must be arevocable trust and documents showing that the applicant is a trustee of the trustmust be provided. If the applicant is not a trustee of the trust he/sheis not eligible to participate in this program.
Propertytax abatement of up to $1200.00 permitted per household per year.
For Veterans:
Provide a copy of Form DD214 with honorabledischarge.
Applicantmust be a veteran or the spouse of a disabled or deceased veteran subject toVeteran Service Officer verification.
Must own or occupy their home as the primary domicile.
If home is held in a trust documents showingthat the applicant is a trustee of the trust must be provided. If theapplicant is not a trustee of the trust he/she is not eligible to participatein this program.
Propertytax abatement of up to $1200.00 permitted per household per year.
ApplicantSelection Process:
Must submit anapplication on-line at October 20 2025 through April 1 2026
Must applyannually acceptance is not guaranteed.
Must haveappropriate skills for the position.
Applicant anddepartment head must both agree the applicant and job match.
Applicant mustkeep track of hours worked on the Senior/Veteran Tax Work-Off Time Sheet whichmust be signed by the department supervisor.
CORI/SORI checks arerequired for all new participants.
PropertyAbatements:
A maximum of 29abatements of $1200 each will be provided annually from the Overlay Account.
The work must becompleted between January 1 and October 31 2026.
If maximum hoursallowed are not completed a prorated abatement will be provided based on the numberof hours worked.
80 hours are requiredto qualify for maximum abatement.
The abatement willbe divided between the 3rd and 4th quarter tax bills.
GeneralInformation:
The SVTWO propertytax abatement is not considered income for purposes of STATE income tax withholding unemployment or workmenscompensation. However the abatement is considered taxable for federal income tax purposes.
Participants arerequired to participate in the OBRA 457 FICA Alternative Deferred CompensationProgram unless participants of or retired from Plymouth County Retirement or MassTeachers Association Retirement Programs.
Rules andguidelines will be reviewed periodically and updated as necessary.

At the completionof each year the participants and department heads will be surveyed todetermine the effectiveness of the program.
1.Nature of Work: Responsiblefor the duties required for each specific department involved in the program
2.SupervisionReceived: Works under direct supervisionof the department supervisor who plans and carries out work in accordance withprovided instructions.
3.SupervisoryResponsibility: Not required tosupervise any other employees.
4.Confidentiality: Hasaccess to department-wide confidential information. Confidentiality must bemaintained with regard to this information in accordance with DepartmentalPolicy and Public Records Act.
5.Accountability: Errors missed deadlines or poor judgmentcould severely jeopardize department operations or programs result in a delayof service confusion monetary loss or have extensive financial and/or legalrepercussions and adverse public relations for the Town of Duxbury.
6.Judgment: Numerous standardized practices proceduresor general instructions govern the work and in some cases may requireadditional interpretation. Instructionsmay be in the form of administrative or organizational policies generalprinciples legislation or directives that pertain to specific departments orfunctional areas.
7.Nature and Purposeof Relationship: The Senior/Veteran Work Off position may interact constantlywith employees the public groups and/or individuals such as civic communication interpersonal and customer service skills arerequired involving courtesy tact and diplomacy.
8. Essential Functions: The essentialfunctions or duties listed below are intended only as illustrations of thevarious type of work that may be performed. Minimum Qualifications:
Educationand Experience: High school degree or equivalent and three to five (3-5) years of workexperience; or any equivalent combinationof education training and experience which provides the required knowledgeskills and abilities to perform the essential functions of the job. Varies byjob.
and Skills:
Abilities: Ability to work effectively with confidentialinformation. Ability to work tactfullywith employees officials doing business with the Town and members of thepublic. Must possess the ability tocommunicate clearly in written and oral form; establish and ability toestablish and maintain cooperative relationships with town officials andgovernmental representatives. Ability tomake basic arithmetical computations and tabulations in a timely and accuratemanner maintain confidential information as well as maintain manage and organizecomplex records. Ability to manage multiple tasks in an independent organizedand timely manner.
Skill:Excellent customer service interpersonaland organizational skills; skill in working with numbers and detail; excellentanalytical and communication skills; excellent computer skills includingdemonstrated skill in use of business and financial software applicationsincluding work processing and spreadsheet applications a plus.
Environment: Involves everyday discomforts typical of office settings with frequentinterruptions. Noise or physicalsurroundings may be distracting but conditions are generally not unpleasant.
Occupational Risk: Duties of thejob present little potential for injury.Risk exposure is similar to that found in typical office settings. Duties generally do not generally presentoccupational risk.
12. Physical and MentalRequirements: The physical demands described here are representative of those thatmust be met by a volunteer to successfully perform the essential functions ofthis position. Reasonable accommodation may be made to enable individuals withdisabilities to perform the positions essential functions. Physical Demands vary and is dependentupon each position from little or no physical demands required to perform thework to being required to lift push or pull office equipment up to 30 lbs.
13. Motor Skills: Duties involvehand and eye coordination with finger dexterity and motor coordination. Examples include moving objects operating atelephone a personal computer and/or most other office equipment typingfiling sorting papers and operating a motor vehicle.
14. Visual Demands: Positionrequires reading documents and reports for understanding and analyticalpurposes not required to distinguish colors.
